8TuesdayFebruary262013ByMEAGANWOHLBERGTwoinfrastructureprojectsaminetrainingprogramandaneconomicpromotionalcam-paignintheNorthwestTerri-toriesreceivedfundingboostsfromthefederalgovernmentlastweekduringavisittoYel-lowknifebyMinisterLeonaAglukkaq.Aglukkaqtheministerre-sponsiblefortheCanadianNorthernEconomicDevelop-mentAgencyCanNoran-nounced1millionincom-munityinfrastructureimprove-mentsinInuvikandBehchokoalongwith350000forfran-cophoneinvestmentmarketingonTuesdaymorning.TheChildrensFirstCentreinInuvikcurrentlyundercon-structionreceived500000infederalfundstosupportim-provementstoitskitchenandcommonspaceareas.The13000square-footfacilitydedicatedforearlychildhoodcareandeduca-tionisscheduledtoopenthissummerandalreadyreceiveda50000boostfromAvivaCanadasCommunityFund.Itwillhostupto120childrenagedsixmonthsto12yearsandcreate19permanentjobsinInuvik.OverthenexttwoyearstheGNWTwillpay1.175millionfortheprojectwhile2.3mil-lionwillcomefromthemu-nicipalityandanother2.475fromothersourcesforatotalcostof6.45million.Behchokos16millionKohnGoChoComplexrenovationprojectalsoreceived500000fromCanNor.Themulti-purposefacilityiscurrentlyundergoinganoverhaulafterclosingin2007duetodisre-pair.ItisscheduledtoreopeninMarch2014.Oncecompletedthefacil-itywillofferrecreationandtnessactivitiesofcespaceforcommunitygovernmentandwillprovideavenueforcommunityeventsassembliesconferencestradeshowsandregionalsportingevents.Thisfundingreflectsasensitivityandresponsive-nessbythegovernmentofCanadatotheinfrastructureneedsandsomewhatuniquecircumstancesofBehchokoBehchokoChiefCliffordDan-ielssaidinapressrelease.ThatiskeyinrejuvenatinganotherwisedormantfacilityintoasymbolofhopeandhealthfortheTlichopeople.Thisdaymarksthestartofaveryexcitingyearaswemoveforwardin-nalizingthedetaileddesignandstartingconstructionhesaid.TheTlichogovernmentalsobenetedfroma450000in-vestmenttopurchaseamobilecrusherfortheCrusherOper-atorTrainingProgramoper-atedbytheTlichoLearningandDevelopmentCentreinBehchokototrainmineworkersfromallfourTlichocommunities.Themobilecrusherisex-pectedtodoublethenumberoftraineesoverthenextthreeyearsuppingthenumberofparticipantsto60andsupplycrushedmaterialsforlocalin-frastructureprojectssuchasconstructionroadbuildingandmaintenanceanddrainage.Itishopedthatlocalpro-ductionwillreducethecostofcrushedmaterialscurrentlypur-chasedandshippedbywinterroadfromYellowknife.ThisinvestmentwillgivebusinessesgreateropportunitiestohireskilledworkerslocallyandhelpNorthernerssecurejobsinimportantsectorsthatcontributetoNortherneco-nomicgrowthAglukkaqsaid.Additionally350000wasgiventosupporttheConseildedveloppementconomiquedesTerritoiresduNord-OuestCDTNOinpromotingeco-nomicopportunitiesintheNWTtofrancophonemarkets.ThefundingwillallowCDTNOtodevelopanEco-nomicOpportunitiesToolkitandoutreachcampaignhigh-lightingopportunitiesinmin-ingoilandgasandtourisminQuebecandFrance.OverthepastfewyearswithCanNorsupportwehavebuiltasolidInvestmentAttrac-tionStrategythatraisesthepro-leoftheNWTinsuchfranco-phonemarketsasQuebecandFranceCDTNOpresidentRobertGalipeausaid.PlannedactivitiesincludehostingoutreacheventsinQuebecandFrancetoattractinvestorspromotetheNWTattradeshowsenhanceprofes-sionalbusinessservicesforthefrancophonecommunityandaddressinformationtransla-tionandfacilitationgaps.Thisyearamongstotherinitiativesweareorganizingalargetrademissionandinvest-mentshowcasethatwillbringNWTentrepreneursandQue-becinvestorstogethertogener-ateincreasedeconomicactivityintheNorthGalipeausaid.CanNorannouncesfundingforNWTprojectsInfrastructureFundingByMEAGANWOHLBERGThepositionoffederalAb-originalAffairsandNorthernDevelopmentAANDCmin-isterwashandedovertotheassociateministerofnationaldefenceonFriday.NewBrunswickMPBer-nardValcourtreplacesJohnDuncanwhoresignedfromthepositiononFeb.15afteradmittingtowrongfullycon-tactingtheTaxCourtofCan-adaonaconstituentsbehalf.ValcourtsaidtheHarpergovernmentiscommittedtoworkingwiththoseAborigi-nalleaderswhowanttoworkwiththegovernmentofCanadatocreatejobsandgrowthintheircommunitiesandsaidheislookingforwardtomeetingwithAboriginalleadersandtheterritorialgovernments.Ourgovernmenthasmadesignicantprogressinimprov-ingoutcomesforAboriginalpeoplesacrossCanada.Wehavebuiltnewschoolsin-vestedincleandrinkingwatersystemsbuiltthousandsofnewhomesincreasedfund-ingforservicesforthemostvulnerablemembersofFirstNationscommunitiesandin-vestedinhundredsofprojectstolinkAboriginalpeoplewithjobtrainingservices.Butthereismoretodohesaid.ThisJanuarythegov-ernmentcommitteditselftoahigh-leveldialogueonthetreatyrelationshipandcomprehensiveclaims.Iamrmlyoftheviewthatwork-ingtogetheristhebestwaytoachieveoursharedobjectiveofhealthiermoreprosperousandself-sufcientAborigi-nalcommunities.DeneNationalChiefBillErasmuswelcomedthenewministeremphasizinghishopethattheywillindeedbeabletoworktogether.TheDeneNationunder-standsandappreciatesthemeaningofworkingtogetherbecauseithasrealeffectwhendealingwiththeenactmentofourinherentrightsinterestsandaddressingthecomplexi-tiesofDenegovernmentbasedonexistingtreatieshesaidinapressrelease.Withinhistenurethathigh-leveldialoguethatthefederalgovernmenthascom-mittedtoisneeded.OrwewillcontinuetohavelegaluncertaintyinregardstopoliticsandtheeconomyofDenendehheadded.WhileNDPAboriginalAffairscriticJeanCrowderwelcomedValcourttothepo-sitionsheexpresseddisap-pointmentthattheportfoliowasnthandedtoamorese-niorminister.Shealsoquestionedhowthenewministerwillbeabletoad-dresstheIdleNoMoremove-mentsweepingthecountry.Unfortunatelythenewministersstatementaccept-ingthispositionrepeatedthesametiredConservativelinethatthisgovernmentisonlygoingtoworkwithwillingpartnersandonlyontheprioritiestheConservativesoutlinedshesaid.Asrecentgrassrootspro-testshavedemonstratedCa-nadiansaremovingpasttheoldrhetoricandwantthefed-eralgovernmenttoengageinameaningfulwaywithFirstNationsInuitandMtis.Thenewappointmentcameaspartofaminicabi-netshufe.BritishColumbiaMPKerry-LynneFindlaypreviouslyparliamentarysecretarytotheministerofJusticewaspromotedtoVal-courtsposition.Aswelltwootherport-foliosheldbyValcourthavenowbeenlled.VeteransAf-fairsMinisterStephenBlaneytakesoverfrancophoneissuesandNationalRevenueMinis-terGailSheaaddsresponsi-bilityfortheAtlanticCanadaOpportunitiesAgency.NewAboriginalAffairsministerpledgesworkingtogetherPoliticsFederalPhotoSandyLeeCanNorMinisterLeonaAglukkaqcentreandtherestoftheNorthernConservativeCaucusmeetswiththeGNWTcabinetinYellowknifelastweek.
