JusticeHumanTrafcking7TuesdayMarch52013WESCLEANNORTHERNSALESLTD.isalovelyyoungfemalecat.Sheisalwaysplayfulandhertastefulgreywhitecoatisenoughtokeepyouwarmduringthelongwinterseason.Pleaseleaveamessageat872-5543fordetails.ByRENEFRANCOEURTheNorthwestTerrito-riesNunavutCouncilofFriendshipCentreswantstoseeNorthernAboriginallanguagesusedinanewhumantraffickingcam-paignlaunchedthisyearbytheNationalAssociationofFriendshipCentresNAFCtoaddressgender-basedvio-lenceandthelargenumberofmissingAboriginalwomen.IntheNorthweredif-ferent.Alotofpeopleinthesmallcommunitieses-peciallyelderslistentotheradiointheirownlanguageslikeonCKLBorCBC.Sowewouldliketohavethiscam-paigntransmittingitsmes-sagesinChipewyanTlichoSlaveyonthepostersontheradioonTVetceteraRitaCatholiqueexecutivedirec-torfortheNWTNUCouncilofFriendshipCentrestoldTheJournal.LanguagewasoneofthehandfulofthingsdiscussedataninformationalsessiononhumantrafckingheldinYellowknifetwoweeksago.ThesessiondiscussedPeoplearegettingabductedpeoplearegoingmissingpeoplearebeingforcedintosexworkespeciallyAboriginalpeople.Weareahighriskgroupbecauseofsuchalegacyofdisparities.RitaCatholiqueExecutivedirectorfortheNWTNUCouncilofFriendshipCentresAboriginallanguagestobepartofhumantraffickingcampaigntheintersectionsbetweenbeingAboriginalandhumantrafckingandalsoservedasalaunchingpadforthepublictoprovideinputintohowtobestadvancethena-tionalcampaignwithintheAboriginalcommunity.TheHumanTrafckingAgainstAboriginalPeoplePublicAwarenessCam-paignhasanoverallgoaltodecreasedomestichumantrafckingamongAborigi-nalpeoples.Weknowhumantrafck-ingisoccurring.WeknowitshappeninghereintheNorthtoobutitsjustnotbeingrecordedalotofthetimeandIthinkitsmoreshroudedinsecrecyhereCatholiquesaid.PeoplearegettingabductedpeoplearegoingmissingpeoplearebeingforcedintosexworkespeciallyAboriginalpeo-ple.Weareahighriskgroupbecauseofsuchalegacyofdisparities.TheUnitedNationsOfceonDrugsandCrimedeneshumantrafckingastherecruitmenttransportationtransferharbouringorre-ceiptofpersonsbymeansofthethreatoruseofforceorotherformsofcoercionofabductionoffraudofdeceptionoftheabuseofpowerorofapositionofvulnerabilityorofthegiv-ingorreceivingofpaymentsorbenetstoachievetheItsestimatedthatthou-sandsofAboriginalwomeninCanadahavegonemissingandbeenmurderedsincethe1980s.Accordingtoa2005-2010studyfromtheNativeWomensAssociationofCanadatherearecurrentlyalmost600documentedcasesofmissingwomeninthesamecohorttodieasaresultofviolence.InNovembertheissueofmissingAboriginalwomenintheNWTwasbroughttotheLegislativeAssemblybyPremierBobMcLeod.SinceJan.1200035deathsoccurringintheNorthwestTerritorieswereclassiedashomicidesbythecoronersofce.ElevenofthevictimswerewomenMcLeodsaidintheHouse.Thereare73missingorunsolvedhomicidecasesopenintheNWTand63oftheseareconsideredhistori-calmissingpersonscases.Ofthose6313arewomen8ofwhomareAboriginal.CatholiquesowncousinCharleneCatholiqueofLut-selKehasbeenmissingsince1990.Shewas15whenshedisappearedlastseenac-ceptingarideinBehchokotogettoYellowknife.TothisdaywedontknowwhathappenedtoherCatholiquesaid.Soitsacam-paignclosetomyheart.AlongsidethecampaigntheNAFCisintheprocessofestablishingaNationalAb-originalAdvisoryCommitteeNAACmadeupofregionalyouthandexpertrepresenta-tion.TheNAACwilldeviseandleadacommunityengage-mentplantogatherinsightfromawiderangeofAborigi-nalpeopleacrossthecountryintothemessagingandformatsthenationalcampaignmateri-alsshouldassume.Thecommitteecoupledwiththecampaignaimstoincreaseknowledgesharingandawarenessaroundhumantrafckingand...increasecom-munitycapacitytocombathumantrafckingaccord-ingtoNAFC.Catholiquehopestoseepro-motionsofthecampaignbeingcarriedoutinAboriginallan-guagesbyOctober.Shewillbetakingpartinan-otherexecutivemeetingwithNAFCnextmonthtoreiteratetheimportanceofincludingmultiplelanguages.ItsimportanttorememberthisisrstandforemostanAboriginalinitiativebutthatithelpseveryoneCatholiquesaid.ByMEAGANWOHLBERGRatesofpolice-reportedcasesofviolenceagainstwomenintheNorthwestTer-ritoriesareninetimesthena-tionalaverageandmorelikelytoendinseriousinjurynewfederalstatisticsshow.AnewreportreleasedlastweekbytheCanadianCentreforJusticeStatisticscalledMeasuringviolenceagainstwomenStatisticaltrendsshowstheNWTNunavutandYukoncontinuetohavethehighestratesofviolentcrimeoverallinthecountryandviolenceagainstwomenisnoexception.TherateofviolentcrimeagainstwomeninNunavutwasnearly13timesthena-tionalratein2011at7772victimsper100000peopleYukonsratewasfourtimeshigherthanthenationalav-erageat1900victimsper100000.TherateintheNWTis3818womenvictimsforevery100000people.ThereportseditorMaireSinhasaidresearchsuggestsdemographiccharacteristicscouldhelpexplainwomensincreasedriskofviolenceintheNorth.Accordingtothe2011CensusthepopulationintheterritorieswassignicantlyViolenceagainstNWTwomenninetimesnationalaverageSeverityofviolencefearforlifehigherinallthreeterritoriesyoungeronaverageacon-sistentriskfactorforvictim-izationshewrote.Furtherthoselivingintheterritoriesarealsomorelikelytohaveothersocio-demographicfac-tors...associatedwithvictim-izationincludingidentifyingasAboriginalbeingsingleandhavinglessthanahighschooleducation.Thesamewastrueforsex-ualoffencestheprevalenceofwhichweresubstantiallyhigherintheNorthernterri-tories.Womensriskwasnineand12timesgreaterintheNWTandNunavutrespec-tivelythantheprovincialav-erage.Yukonsaveragewas3.5timestheprovincialone.Theterritoriesalsoheldthehighestratesofpolice-reportedcriminalharass-mentorstalking.UnliketherestofCanadathereportfoundthatwomenaboveage15livingintheter-ritorieshadratesofviolentvictimizationsimilartomenratherthanabove.Around10percentofbothmenandwomenreportedspousalvic-timizationeitherbyacurrentorformerspouse.HoweverSinhasaidtheformsofviolenceexperiencedbywomenweremoresevere.Inparticularwomenrepresented78percentofspousalvictimswhowerebeatenchokedsexuallyas-saultedorhadaweaponusedagainstthem.Womenwerealsomorelikelytofearfortheirlivesasaresultofthevictimizationshewrote.Thatsbecausehalfthefe-malevictimsofspousalvio-lenceintheterritorieswerephysicallyinjuredin2009Sinhasaid.Intheterritoriesafearforlifewaspredominantlyrealityforfemalevictimsofspousalviolenceasap-proximatelyhalf51percentbelievedthattheirliveswereindanger.Inadditionabouthalf49percentoffemalespousalvictimssustainedphysicalinjuriesthere-portstates.AswiththerestofthecountryratesofviolencewereworseforAboriginalwomenintheterritories.Na-tionwideAboriginalwomen-whoaretypicallyyoungermorelikelytobeunmarriedandexperiencehigherlevelsofunemploymentstatisti-cally-disproportionatelyexperiencedviolenceinjuryfromviolenceanddeathfrombothspousalandnon-spousalperpetrators.Atleasteightpercentofallmurderedwomenaged15yearsandolderwereAboriginaldoubletheirrepresentationintheCanadianpopulationthereportnotes.IntheterritorieswomenwhoidentiedasAboriginalweremorethanthreetimesaslikelyasnon-Aboriginalwomentoreportbeingvic-timizedbyapartnerinthelastveyears.Thelikelihoodofex-periencingviolencealsoincreasedwithlowerin-comesbelow60000peryearagesbelow35aneducationallevelofhighschoolorlessheavydrink-ingordruguseandcommu-nityfactorssuchaslivinginaneighbourhoodorhomewheredrugsweresoldorpropertywasvandalized.Womenintheterrito-riesaremorelikelytore-portspousalviolencetothepolicethanwomenintheprovincesthough.Sixoutof10femalevictimsintheNorthwillmakeapolicereportcomparedto30percentinthesouth.Most69percentweresatisedwiththepoliceresponse.Thestatisticsalsoshowthattheterritorieshadthehighestclearanceratesforpolice-reportedviolentcrimeagainstwomenmeaningthatchargeswerelesslikelytobelaidthaninotherregions.Themostcommonrea-sonstoclearbyothermeansincludedthefemalevictimsrequestnottoproceedwithformalchargesandtheuseofdepartmentaldiscretionthereportnotes.JusticeViolenceconsentofapersonhav-ingcontroloveranotherpersonforthepurposeofexploitation.InUNODCsGlobalRe-portonTrafckinginPer-sonssexualexploitationwasnotedasbyfarthemostcommonlyidentiedformofhumantrafcking.notconsideringtheunof-cialaccounts.StatisticsalsopointoutAb-originalwomenare3.5timesmorelikelythannon-Aborig-inalwomentobevictimsofviolenceandthosebetweentheagesof25and44arevetimesmorelikelythanallotherCanadianwomen
