IndustryOilGas3TuesdayApril302013AlbertapipelinecouldbewayoutforNWToilgasContinuedfrompage1.ThoughtheNWTsupportstheideaofanArcticpipelineRamsaysaidanylineorportinitiativecomingfromAlbertawillhavetobeamutuallyben-ecialteameffortastheter-ritoryhasitsownstrandedoilandgasithasbeentryingfordecadestogettomarket.After37yearsofnegoti-ationstheMackenzieGasSahtuMLAconcernedforregionaftercrimesurgeHealthJusticeministersparticipatinginTulitacommunityforumHealthWellnessAddictionByRENEFRANCOEURTheMLAfortheSahturegionoftheNorthwestTer-ritoriesisvoicingconcernforhisconstituentsafteraninuxofcriminalactivitylargelyinTulitaoverthepastmonth.Thisisnotrightthisisnotnormalbehaviour.Therearepeoplebreakinglawsandhurtingeachother.WeneedtostandupasleadersandlookatsolutionsfordealingwiththeseissuesNormanYakeleyasaidinareleaseis-suedlastTuesday.AdoublestabbinginTu-litaonApr.21leftamanandwomanwithmultiplewounds.Botharenowinastableconditionandrecov-eringinthehospitalafterbeingmedevacedtoStan-tonTerritorialHospitalinYellowknife.Thesuspect19year-oldKevinKennyofTulitawaslocatedinacabinacrosstheMackenzieRiverfromthecommunityafteranextensivesearchandchargedwithtwocountsofaggravatedassaultandtwocountsofendanger-inglife.Themotivefortheattackshasyettobedeter-minedpolicesaid.Additionally180bottlesofliquorwereseizedbyTulitaRCMPintwoseparatein-cidentsthismonth.Inbothcasesthealcoholwasenroutetothecommunityviasnowmobile.Chargesarependingforfourindividu-als.Tulitaliquorrestrictionsdrawthelineataboutthreeofthosebottles375-mlor1140mlofalcoholperper-sonintheirpossessionatanygiventime.ARCMPreporttabledintheHousebyYakeleyainMarchshows47percentofallpolicecallsinTulitain2012werealcohol-related.InFortGoodHopethatnum-berwas66percentfollowedcloselybehindbyNormanWellstheonlycommunityintheSahtuwithaliquorstoreat52percent.PeopleintheSahtuhavebeentellingmethissituationwithalcoholandviolenceisatickingtimebombthatthingsaregettingworsenotbetterYakeleyatoldTheJournal.Wehavebeenmonitoringthesituation...Ivebeenconcernedforquitesometime.Thetippingpointcameafteranarrowplebiscitevoteliftedthe40year-oldliquorrestrictionsinNormanWellsinearly2012Yakeleyasaid.AccordingtostatisticsfromtheNWTLiquorCommis-sionalcoholsalesintheSahtuincreasedninepercentfrom2011-2012.Hardliquorsalesjumpedalmost50percentinNormanWellsdur-ingthattime.Yakeleyasaidhewantstoputtogetheramaster-mindofSahtucommunitymembersleadersandgov-ernmentrepresentativestorevisittheliquorlawsandcreateincentivesforpeopletolivesoberlives.HeinvitedMinisterofHealthandSocialServicesTomBeaulieuandMinisterofJusticeGlenAbernethytoTulitaforapubliccommunitydiscussiononWednesday.Theywereveryhappytoagreetocomein.TheysaidwhatevertheycandotheyllhelpYakeleyasaid.IwantthemtolistentothepublicandchiefsandIhopewecomeoutofitwithashortandlongtermplanofaction...Addictionisaviciouscycle.Weneedtodealwiththat.Weneededucationonthat.Wehavetocomeupwithaformulaforwellnessandharmonythatdoesnthavepeoplejustsittingincentres.AccordingtoYakeleyatheGNWTmade24mil-lionfromthesaleofliquorintheterritorylastyear.Heisproposingthat10percentofthatgotowardsnewedu-cationalcampaignsonad-dictionsandalcoholabuse.Thiswouldntbeaboutputtingthemessageonapaperbagorposterssayingdontdrinkhesaid.Weneedmeaningfulfamily-cen-teredinitiativeslikemaybewelldonate1000worthofgastohelppeoplegetoutintothebushandontotheland.Thatsincentive.Maybewehaveadrawforafamilyva-cationtoWaltDisneyWorldwheretheyareeligibleiftheyhavebeensoberforayear.SpecicallyYakeleyaisinterestedinestablishingacommunity-tailoredonthelandwellnessandhealingaddictionsprogramacrosstheSahtu.Weareverytiedtoourcommunities.Weneedsome-thingthatspeakstothat.Weneedhealingprogramsthatincorporatethefamilies...Peopleneedtoknowthegovernmentwillsupportthemandtheirlovedonesastheyheal.Yakeleyaisalsointheprocessofdraftingapri-vatemembersbillthatwouldamendtheterrito-rialliquoractsoTulitaDe-lineColvilleLakeandFortGoodHopecouldhaveasayinfutureliquorrestrictionchanges.HeplanstohavethebillreadyfortheHousebylateMay.ThisbillstatesthatanyofthefourcommunitiessurroundingNormanWellswouldhavetheopportunitytovoteonanyplebiscitethathastodowiththesaleofli-quorasallthesecommunitiesareaffectedbywhathappenswiththeliquorstoreinNor-manWellshesaid.ThattownrepresentsonlyasmallfractionoftheSahturegion.Whydoessuchasmallpercentageofthepop-ulationhavetheonlysayonsomethingthatimpactsallwellnessinallthecommu-nitiesIntheSahtuwereallonefamily.ProjecthasyettocometofruitionandthereisstilluncertaintyastohowmuchofanindustrialhotspottheCanolshaleoilplayintheSahturegionwillbecomeoverthenextdecade.ItwouldmakelittlesenseforusotherwiseasidefromthejobsandconstructionandperhapssometariffsorhoweverthatwouldworkbutImeanwewouldbuildpipelineswiththeideathatourresourceswouldbeabletogettomarketthroughthosesystemsaswellhesaidoftheterritorysinvolvementinafutureoilsandspipeline.Henotedtheterritoryisintheprocessofdraftingamemorandumofunderstand-ingwithAlbertaontheen-ergyfrontnotjustonoilandgasbutonhydroaswell.RamsaysaidtheterritoryislikeAlbertaalsoconsid-eringotheroptionstogetitsresourcestoaninternationalmarketwhetheritbethroughtheYukontoValdezAlaskaorviatankerfromTuk.RamsayandPremierBobMcLeodalsometwiththeChi-nesebusinesssectorlastweekinCalgaryduringameetingoftheChinese-CanadianChamberofCommercetopitchoilandgasopportunitiestopotentialinvestors.Ithinkthereisundoubtedlyamade-in-the-NorthsolutiontogettingoilandgasperhapstomarketandthoseoptionsneedtobethoroughlystudiedandvettedandIthinkwecanplayaroleinthefuture-andthatfuturemightbecomingsoonerthanwethinkifthingscontinuethewaytheyareinthesouthRamsaysaid.WereinterestedinjustkeepingourmindsopenandworkingwithAlbertaandwellseewhereweget.WeneedtogetourproducttomarketattheendofthedayanddevelopthoseresourcessothatpeoplethatliveuphereintheNWTwillgetthejobsandtheop-portunitiesaswegoforward.PhotoTulitaRCMPTulitaRCMPshowcasethelargeamountofvodkaseizedrecentlywhileonitswayillegallyintothecommunity.
