IndustryJobs7TuesdayFebruary252014Planningandpreparationfortheisnowunderway.HeresyourchancetogetoutgetinvolvedandhavesomefunEventswillbeheldattheRec.Centre.TovolunteerorsponsoraneventcontactCynthiaWhiteat867872-4732.WoodBuffaloFrolics2014March13-16FortSmithWoodBuffaloFrolics2014ByMEAGANWOHLBERGThegovernmentsofCan-adaandtheNorthwestTer-ritorieshaveteameduptoprovidetrainingforunem-ployedolderworkersintheBehchokoareatosecurejobs.FederalEmploymentandSocialDevelopmentMinisterJasonKenneywasatAuroraCollegeinYellowknifelastThursdaytomakethean-nouncementpromisingover285000infundingcost-sharedbytheterritoryandCanadatohelpolderwork-ersimprovetheirskillsandre-entertheworkforceaspartofthetourismindustry.Thefundingwillgotoskillsupgradinghands-onexperiencesafetytrainingandcerticationwiththeexpectationthatgraduateswillgetjobsasinstructorsorguidesemployedbytheTlichogovernment.Wellhelp16unem-ployedolderworkersde-veloptheskillstheyneedforjobsKenneysaid.ThisisaprogramthatinsomeplacesfolkswhovebeenworkinginonejobformostoftheirlivesendupforwhateverreasonndthemselvesunemployedandFundingtargetsunemployedolderworkersinBehchokojustneedtostartanewca-reer.Thisisjusttosupportthemindoingso.The2014federalbudgetproposesrenewingtheTar-getedInitiativeforOlderWorkersTIOWforthreeyearsrepresentingatotalinvestmentof75millionacrossthecountry.Todatetheinitiativehashelpedmorethan32000unemployedolderworkersacrossCanadaincluding100intheNWT.Ittargetsadultsnormallybetweenages55and64insmallvulnerablecom-munitiesof250000orlessthatareexperiencinghighunemploymentsignicantdownsizingorclosures.Behchokoisconsid-eredaneligiblecommunityunderthecurrentTIOWprogramguidelinesJac-quelineMcKinnonspokes-personfortheNWTdepart-mentofEducationCultureandEmploymenttoldTheJournal.TheapprovedproposalindicatedthattherewouldbepositionsavailablewithintheTli-choGovernmentasonthelandinstructorstrainersandsupervisorsthatcouldbuildonthelocaltourismindustry.TrainingalreadyunderwayTheupgradinginitia-tivecalledtheWildernessSafetyTrainingProgramiscurrentlybeingofferedbytheTlichoGovernmentlookingtotrainpeoplebe-tweentheagesof50and64tobecomeinstructorsinon-the-landprograms.Theprogramwillbuildonexistingon-the-landskillsbyprovidingoccupationalhealthandsafetytrainingandoutdoorsafetycerti-cationsrequiredtoworkasforemencrewbossesboatmenandactivitysu-pervisorsintheTlichoImbeprogramTrailsofourAn-cestorsCanoeTripandPu-bertyCamps.ThatprogramwillrunfromFeb.24toMay16.TheapprovedproposalindicatedthattherewouldbepositionsavailablewithintheTlichoGovernmentasonthelandinstructorstrainersandsupervisorsthatcouldbuildonthelocaltourismindustry.JacquelineMcKinnonEducationCultureandEmploymentPhotocourtesyofTlichoGovernmentByMEAGANWOHLBERGWiththerecentannounce-mentthatFortLiardsAb-originalgovernmentsareonestepclosertonalizingtheirlandclaimwiththegovernmentneighbouringFirstNationsareremindingofcialsthattheystillneedtobeconsulted.TheNahDehDeneBandNDDBinNahanniButteandSambaaKeDeneBandSKDBinTroutLakeissuedapressreleaselastweektoensurethatthepar-tiestotherecentlysignedagreement-in-principleAiPonlandsandresourcesforFortLiardinvokethecourt-orderedconsultationprocessbeforenalizinganything.OfcialswiththeterritorialgovernmentrstannouncedtheyhadsignedanAiPwiththeAchoDeneKoeFirstNationADKFNandtheFortLiardMtisonFeb.17.Thatagree-menthasnowbeensenttothefederalgovernmentforsigning.NeighbouringFirstNationswantconsultationonFortLiardclaimPoliticsFirstNationsWhileneitherFirstNationisopposingthegeneralpro-visionsoftheAiPbothsaytheyhaveoutstandingis-sueswiththeagreementthatshouldhavebeennotedbytheGNWTinitsannouncement.SKDBandNDDBdonotopposetheessentialprovi-sionsoftheAiPbutstronglyopposetheproposedsizeandgeographicextentoftheset-tlementareaaswellastheselectionoffeesimplelandsbyADKFNwithintheSKDBandorNDDBprimarylanduseareasthetwobandssaidinastatementissuedlastweek.PreviouslegalactiontakenbythetwoFirstNationsinrelationtotheFortLiardclaimresultedina2012courtdecisionorderingtheterritorialandfederalgov-ernmentstoconsultwithAboriginalgovernmentswhoseboundariesoverlapthoseundernegotiationforlandclaims.JusticeMcTavishoftheNWTSupremeCourtruledCanadahasadutytoengageindeepmeaningfulandad-equateconsultationwithbothSKDBandNDDBtoaccom-modatetheirconcernswithre-specttoADKFNslandclaim.Thedecisionhasbeenem-ployedacrosstheterritorysincetherulingwasmadeforcinglengthyconsultationswiththeAkaitchoFirstNa-tionsontheNWTMtisNa-tionclaimoverthepastyear.TheADKFNagreementispartofphaseoneofthecommunityscomprehensivelandclaimprocesswhichwillseealandandresourcesagreementcreatedforthecommunityfollowedbyaself-governmentagreementinthesecondstage.Self-governmentnegotia-tionscannotbeginuntil10yearsafterthecompletionofthelandclaimaccordingtotheframeworkagreementsignedin2008.TheannualTrailsofourAncestorscanoetripisoneofseveralprogramsrunbytheTlichoGovernmentthatwillbelookingtohireolderworkerswhoarecurrentlyunemployed.
