MPcallsforbetteraviationsafetystandardsintheNorthBuyersspurndiscountedlotsinYellowknifesEnglebusinessdistrictTransportationSafetyPoliticsMunicipal8TuesdayMay62014ByJACKDANYLCHUKWithjustahandfuloften-antssinceitopenedalmostadecadeagotomeetanticipateddemandforindustrialandcommerciallandtheEngleBusinessDistricthasbecomeYellowknifeswhiteelephant.Lastweek18lotsinthein-dustrialparkonthecityssouth-ernankagainfailedtoattractasinglebidderdespitetheofferofpricediscountstaxbreaksandextendeddevelopmenttime.Asalein2009alsofailedtodrawbuyers.Theecon-omywasinrecessionandcityofcialsalsopointedtothelackofacompletedroadtothedistrictfromHwy.3.DehChoBlvd.isnowpavedandprovidesquickaccessthroughthequietdistricttothebustlingKamLakeindustrialzonebuttheresultwasthesame.Fivelotsintherstofthebusinessdistrictsthree-phaseshavebeendevelopedRTLRobinsonstankfarmastorageareaforARSTruck-ingSuperiorPropanetheSPCAanimalshelterandarockpileareclusteredonasingleblock.NationalEmergencyPreparednessWeekMay4to102014Emergencypreparednessiseveryonesresponsibility.Afteralongcoldwinterresidentswanttoheadoutsidetoenjoythewarmerweather.Itsalsoatimetoremindresidentsoftheimportanceofbeingpersonallyprepared.Inspringtimethereisanincreasedrisktoresidentsfromunpredictableweatherandmeltingiceandsnow.Dontletspringenjoymentturnintotragedy.Therearemanythingsyoucandotobepreparedmakeaplanmakeakitchecktheweatherforecastandtellpeoplewhereyouaregoingandwhenyouwillbeback.BepreparedandenjoyyourspringtimeactivitiesBeyRobertC.McLeodMinisterMunicipalandCommunityAffairsFormoreinformationandresourcesaboutemergencypreparednessortoentertheEmergencyPreparednessWeekContestvisitwww.maca.gov.nt.ca.OnthedaythelatestlandofferingclosedlastweekDehChoBlvd.wasquietandlightlytraveled.Amunicipalenforcementofcermanningaspeedtraphadlittletodobutenjoythesunnyday.WhenheannouncedthelatestsaleMayorMarkHeckpresentedthedistrictasstra-tegicallysituatedandcom-petitivelypricedmakingitidealforcommercialorin-dustrialbusinesseslookingtoestablishorgrowtheiroperationsinYellowknife.Lotpriceshaventbudgedsince2009whenthecityasked177307and440015for1.2-acreand3.7-acrelots.Thelat-estofferingwas177307fora1.5-acrelotand411.610fora3.6-acrelotwithadiscountof5percentforonelotand15percentforthreeormore.Tosweetenthedealthecitydoubledthetimeforacquiringadevelopmentpermittotwoyearsfromthepossessiondate.Italsogavebuyersaslongasfouryearstocompletecon-structionanddiscountedtaxesforsevenyearsstartingwithafullholidayintherstyear.Thecitypreviouslyloosenedlandscapingrequirementsandgavedeveloperstheoptiontopreservenaturalareasinlieuofplantingtreesandblastingawayrocktoleveltheentirelot.AnATVtrailparallelsDehChoBlvd.andthecityhasplanstodeveloptheareasrecreationpotentialwithmoretrailsandlinkittoothergreenzonesinthecapital.ByMARIACHURCHInlightofanewsurveyhighlightingincreasingcon-cernamongCanadasaviationinspectorsovergapsinTrans-portCanadarulesWesternArcticMPDennisBeving-tonhasrenewedcallsforanairlineoperationalinspectortobestationedintheNorth.ThesurveyreleasedApr.24wasco-sponsoredbytheCanadianFederalPilotsAsso-ciationCFPAandtheUnionofCanadianTransportationEmployees.Itfoundthat67percentofaviationinspectorsbelieveCanadascurrentsys-temforairlineinspectionunderSafetyManagementSystemsSMSincreasesthechancesofamajoraviationaccidentupfrom61percentin2007.MinisterLisaRaittshouldseethisasamajorredag.WevealreadyseenthemajoraccidentinspectorsfearedwhenaFirstAirjetcrashedinNun-avutin2011.ThenextcrashcouldbeinTorontoorsomeothermajorCanadiancityDanielSlunderpresidentoftheCFPAsaidinanewsrelease.AccordingtotheCFPASMSwasintroducedin2008asanadditionallayerofsup-portontopofregularopera-tionaloversightbyTransportCanadabutfacedwithaseri-ousshortageofinspectorsthedepartmentnowreliesalmostsolelyonSMSauditsandin-terviewswithairlinestaff.Thesurveyfound85percentofrespondentsbelieveairtrav-elersarenowexposedtohigherriskunderTransportCanadasaviationSMSupsignicantlyfrom67percentin2007.KarineMartelmediarela-tionsofcerwithTransportCanadasaidinanemailtoTheJournalthatthedepartmentin-spectsthousandsofsmallandlargeairlineseachyearandiscondenttheyhaveenoughin-spectorstomaintainCanadasstrongaviationsafetyrecord.ReviewneededintheNorthBevingtonwhoservedasfederaltransportationcriticfrom2008to2011saidthesurveyhighlightsagrowingconcernsur-roundingTransportCan-adasoperationalsafetystandardswhichkeenlyaffectstheNorthwhereflightisamainmethodoftransportationtoremotefly-incommunities.IvealwayshadconcernsaboutthefactthattherearenooperationalinspectorsintheNorthwestTerritorieshesaidinaninterviewwithTheJournal.BevingtonsaidwiththecurrentSMSsystemin-spectorscomeupfromthesouthtoperformauditsonNorthernairlinesbutthoseinspectorsareunderstaffedandoverworked.Theyvealwaysbeenshortofinspectors...throughoutthesystemeventodothepaper-workletalonegettingpeopleoutthereactuallyengagingthepilotsanddoingtheinter-mittentinspectionshesaid.Bevingtonpointedtoanum-beroffatalcrashesintheNorthasevidenceoftheneedforareviewofoperationalinspec-tionprocedures.IdeallytheNorthwouldhaveanopera-tionalinspectorbasedinoneofthethreeterritorieshesaid.Mechanicalinspectionsaredoneandthatsgoodbutifyoulookatthepastrecordoftheairplanesthatcrashwehaventhadamechani-calfailurefatalityBev-ingtonsaid.In2011threefatalairplanecrashesoccurredintheNorthallduetofactorsthatincludedpilotoperationalerror.Arecentlyreleasedre-portfromtheTransporta-tionSafetyBoardinAprilfoundthathumanerrorandtheabsenceofclearpoliciesorproceduresallowingarstofcertotakecontrolcon-tributedtotheAugust2011crashofaFirstAirBoeing737duringanattemptedland-inginResoluteBaythatkilled12peopleonboardincludingthetwopilots.AccordingtoCFPATrans-portCanadasreviewofFirstAirsSMSin2009gavetheairlinetheOK.SurveyshouldbetakenwithgrainofsaltStephenNourseexecutivedirectoroftheNorthernAirTransportAssociationNATArepresentingairlinesintheNorthsaidthesurveyresultsshouldbetakenwithagrainofsaltandarenottheviewacrosstheindustry.SpecicallytheideathatSMShaslimitedaviationin-spectorsabilitiesiswronghesaid.TherealityisthataTransportCanadainspectorcomingintoaSMSsystemactuallyhasmoretoolstoconductaninspection.TheyneverlostanyoftheiroldonesNoursesaid.HesaidNATAsconcernisnotaboutairlinesafetybutthatTransportCanadaisun-derfundedwhichresultsinabacklogoffederalapprovalprocessingforeachairlinesinternalsafetyinspectionschecksandtraining.Becausetheyvebeencutsoleanandthesafetyandin-spectionsideofcoursehastotakepriorityitscripplingtheindustryonacommercialbasisNoursesaid.TheCFPAsurveywasconductedonlinebyAba-cusDatathroughemailsinEnglishandFrenchtoli-censedpilotsandtechnicalinspectorsbetweenFeb.13andMar.14.Theresponserateamonglicensedpilotswas60percentand23percentfortechnicalinspectors.PhotoJackDanylchukPhotoAbdallahhAnewsurveyofCanadasaviationinspectorspointstothe2011FirstAircrashinNunavutasanindicationthatthecurrentinspectionsystemisinadequate.OnlyahandfuloftenantshaveboughtlandintheEngledistrict.
