TuesdayOctober2820143NORTHERNERSSEARCHRESCUEDFOrescuesoverdueboatersin24-hourscrambleEmergencycrewcovers450kmbyairandboattoreachstrandedduoByDALICARMICHAELInawhirlwindofactionofcersfromthedepartmentofFisheriesandOceansDFOovercamemultipleobstaclestocoverhun-dredsofkilometresandrescuetwostrandedboatersonOct.13theMondayofThanks-givinglongweekend.ToreachtheboaterswhowerestrandedontheEastArmofGreatSlaveLakeemer-gencyserviceworkershadtoemploytheuseofarescueship.TheproblemwastheonlyaccessibleboatwasinHayRiverwhiletheemergencyserviceworkerswereinYellowknife.YellowknifeRCMPofcersreceivedthecallbuttheirboatshadalreadybeenpulledfromthewaterfortheseason.TheyturnedtoDFOtohandlethecase.Inamaddashtoreachtheboatersastheweatherconditionscooledthreedepartmentofcersweredeployed.DFOdidnthaveavesselinYellowknifeatthetimebecausewehadbeendoingcom-mercialsherypatrolsthepreviousweekinHayRiversaiddetachmentsupervisorGeraldFillatre.WehadleftthevesselinHayRiverandewbacktoYellowknifefortheweekend.Withworseningconditionsclosinginonthelaketheteamhadtoactfast.WhentheRCMPcalledusonMondaywehadstaffydowntoHayRiverintheaf-ternoonsaidFillatrewhowasapartoftherescueteam.ThenwesailedacrossGreatSlaveLakeintheFisheriespatrolvesselRelianceMondaynight.WeleftHayRiveraround630p.m.andsailedtotheEastArminthedarkovernight.Wearrivedintheareaat300a.m.andlookedfortwohoursusingradarandspot-lightsandaresFillatresaid.Wewereun-abletondthemandthenat500a.m.weshutdownandstartedlookingagainatrstlight.Wewereabletondthevesselatap-proximately900a.m.TheofcershookedthemalfunctioningboatuptoRelianceandtoweditbacktoYellowknife.Theboaterswhosenameshavenotbeenreleasedwerereportedlytryingtoxtheir28-footcabincruiserwhentheyranintotrouble.ThepersonlefttheirboatthissummerintheEastArmsaidYellowknifeRCMPspokespersonElenoreSturko.TheboathadmechanicalproblemssothepersonhadownbackwithafriendtoxtheboatandthenbringitbacktoYellowknife.AstheywerecomingbackIguesstheboatcontinuedtohavemechanicalproblems.ThisthesecondsearchwevebeeninvolvedwiththissummerFillatresaid.Thiswasthelongest-itwas450-kmroundtripbythetimeweewtoHayRiverandthensailedacrossthelakeandbacktoYellowknife.Ittook24hoursfromthetimewestartedtothetimewenished.Hereportedthatthetwoholidayboaterswereuninjuredandwereverythankfulfortheirrescue.WeleftHayRiveraround630p.m.andsailedtotheEastArminthedarkovernight.GeraldFillatreFisheriesandOceansFederalomnibusbillopensupve-yeartermpossibilityforNWTMLAsByMEAGANWOHLBERGArecentomnibusbillputforwardbytheConservativegovernmentwouldallowtheNWTLegislaturetoextenditselfbyafulladditionalyear.AsectionwithinthenewlyproposedBillC-43proposesamendingtheNorthwestTerri-toriesActtoallowforatermextensioninthecaseofelectionoverlapasiscurrentlysched-uledforOctober15whenfederalmunicipalandterritorialelectionsaresettotakeplace.Iftheelectionperiodfortherstgen-eralelectionunderthatActwouldoverlapwiththeelectionperiodforafederalgeneralelectionthenthemaximumdurationoftherstLegislativeAssemblyoftheNorthwestTerritoriesunderthatActmaybeextendeduntilveyearsfromthedatexedforthereturnofthewritsatthelastgeneralelec-tionundertheformerNorthwestTerritoriesActthebillstates.ItnotesthattheCommissionermaydis-solvetheLegislativeAssemblybeforetheendofthefiveyears.MLAsintheNorthwestTerritoriesareplanningtodelaytheirelectionnextfallbyaboutsixweeksifthefederalgovernmentkeepsitsintendedvotingdateofOct.19.ResidentsintheterritorywouldthengototheballotsonNov.23ratherthanthecurrentlyscheduledOct.5.AtriggerdatetodecideontheissuehasbeenpeggedforApr.12015.Theoriginalproposaltorequestaone-yearextensionfromthefederalgovern-mentraisedconsiderableconcernintheHouselastspringwheresomeMLAsandthepubliccalledthemoveanti-democratic.Manyothersfeelthatelectionoverlapwouldcausesignificantconcerninthesmallterritorypotentiallycausingconfu-sionandimpactingvoterturnout.MLAscouldhavetheoptiontoextendtheirtermsbyoneyearifBillC-43passes.POLITICSELECTIONSPhotocourtesyofFisheriesandOceansCanadaPhotoBillBradenDepartmentofOceansandFisheriesofcershopaboardthepatrolvesselRelianceandraceacross175kmtorescuetwostrandedboatersontheEastArmofGreatSlaveLake.Theycoveredatotalof450kmbywaterandairlocatingtheboaterswithin24hours.
