NodamclueObedtailingspondnotcheckedfordamsafetysaysAuditorGeneralTuesdayMarch1720157ENVIRONMENTDAMSAFETYByMEAGANWOHLBERGThewallholdingbackthecoaltailingsthatwoulddescendupontheAthabascaRiverinamassiveoodinlate2013hadnotbeenin-spectedbydamsafetyregulatorsinAlbertasincethe1990sareportbytheprovincesauditorgeneralexposedlastweek.AuditorGeneralMerwanSaherreleasedhislatestndingsintodamsafetyonWednesdaywhichindicatetheprovincenotonlylacksaplanforperformingitsregulatoryactivitiesbutisntevenawareofhowmanydamsexistintheprovince.ThedepartmentdoesnothaveadequatesystemstoregulatedamsafetyinAlbertaSaherwrote.Anumberofimprovementstodamsafetyregulatoryprocessesareneededwefoundthatcriticalelementsofawell-func-tioningregulatorareeithernotbeingperformedorevidenceislackingthatprocessesarebeingcarriedoutasintended.Foundationalactivitieslikeaplanandthereportingoftheresultsofregulatoryactivitiesarenotbeingcompleted.WhenitcomestocoalminetailingspondsspecicallySaherfoundthatmostwerenotbeingmonitoringappropriatelybytheprov-incesDamSafetygroup.ThemajorityofcoalminetailingpondshadntbeeninspectedbyDamSafetysincethe1980sand1990sthereportreads.AmongthosewasSherrittInternationalsdefunctObedcoalminewhereatailingspondbreachedonOct.312013releasing670000cubicmetresofcontaminatedwaterintotwotributariesandeventuallyintotheAthabascaRiver.Overthefollowingweekstheunstoppa-bleplumecontainingheavymetalsandhydro-carbonstravelednoticeablynorthofFortMc-MurrayintothePeace-AthabascaDeltabeforemakingitswayintotheNWTraisingalarmincommunitiesdrawingtheirwaterfromtheriver.OurexaminationofthemonitoringofObedMountainMineidentiedthatthemaintailingspondwasinspectedbyDamSafetyin2013butthestructurethatfailedontheminesitewasnotmonitoredbyDamSafetyeventhoughitappearstomeetthedenitionofadamtheauditorgeneralfound.Keyamongthendingswasthenotethatprivatedamowners-whoaccountfor1395oftheover1500damsintheprovince-arenotbeingproperlyheldaccountablefordamsafety.DamSafetyattendsinspectionsandreviewsinformationfromdamownershoweverthenaturefrequencyandthequalityofthisworkcannotbeveriedappropriatelyeitherbysu-pervisorsoroutsidescrutinyasdocumentaryevidenceislackingaccordingtothereport.Wefounddamsandcoalminetailingpondswheretheconsequenceratingwasoutdatedincreasingtheriskthattheappropriatelevelofmonitoringisnotalwaystakingplace.Whilethedepartmenthasaregistryfordamsthatregistryisincompleteandinac-curatetheauditfound.Atpresentthedatabaseisnotupdatedappropriatelyinformationismissingandisnotbeingusedtoitsfullpotentialthereportstates.Forexampleitiscapableofbutisnotusedtotrackinspectionsanddeciencies.DamSafetyunitspreadtoothinAGPartoftheproblemSaherfoundisthatDamSafetyfocusestoomuchonassistingthegovernmentwhenitcomestoitsown150pub-licly-owneddams.Notonlydoesthatitselfraiseissuesofconictofinterestfortheregulatorybodytheauditnotedbutconsumesmostofthegroupstimeandenergy.Sahersaidimprovementswillcomewithareliableregistryaplanforcarryingouttheregulatoryworkandinformativepublicre-portingondamsafety-allofwhichrequireappropriatedocumentationbekept.Finallythedepartmentneedstoobtainsuf-cientinformationtoassesstherisksandcon-sequencesofdamfailureasthisdeterminestheextentofmonitoringconductedtheauditconcluded.MinisterdefendsinspectionrecordDespitethendingsEnvironmentandSus-tainableResourceDevelopmentESRDMin-isterKyleFawcettsaidthegovernmenttakespublicsafetywhenitcomestodamsseriously.Albertanscanfeelcondentthatdamsintheirprovincearebuiltmaintainedandoperatedinasafemannerandarealignedwithnationalandinternationalstandardsandpracticeshesaid.DamsidentiedasveryhighandextremeconsequenceareinspectedannuallybydamownersqualiedengineeringconsultantsandESRDstaff.IfcriticaldecienciesarefoundESRDperformsanadditionalauditinspec-tion.Damownershavecomprehensiveon-goingmonitoringprogramsinplaceaboveandbeyondtheregulatoryrequirementsandCanadianDamAssociationguidelines.Stillheadmittedthereisroomforimprov-ingtransparencythroughmoreeffectivere-cordkeepingandreporting.TheAuditorGeneralhasidentiedopportu-nitiestostrengthenourprocessesandwehavealreadymadeconsiderableprogressinaddress-ingtheserecommendationsFawcettsaid.ByMEAGANWOHLBERGYellowkniferesidentCharlotteOvervoldgrewupplayingwithherfamilyatWhite-beachPointontheNorthArmofGreatSlaveLakewhereheruncletaughtheranimpor-tantlessonattheageofsix.HegaveusallacupofwaterandlookedoutandsaidSeehowgoodthattastesYoucandrinkrightfromthelakeOvervoldre-called.Hesaidinthefuturethereweregoingtobegreedypeoplecominguptopoisonthewaterandwhenwegrowupitsgoingtobeourjobtoprotectit.Sureenoughitshappeningrightnowonthatverybeach.HuskyOilrecentlyappliedtodrillforsilicaatWhitebeachPointabout50kmnorthofYellowknifewiththeintenttousethefinequartz-richsandinitsfrackingoperationsacrossthecontinentincludingpossiblyintheSahturegionoftheNorth-westTerritorieswherethecompanyhasexpressedinterestinexploratoryhydrau-licfracturing.FrightenedattheideaoftheareabeingdamagedbydrillingOvervoldandherpartnerCaseyKoyczandecidedtoprotestinthewaytheyknowbestthroughtheirart.Assemblinganarmyofmusiciansandartiststheduohoste 8TuesdayMarch172015EDUCATIONAUDITREPORT6.8103inx6.3125inByDALICARMICHAELArecentreportbyAlbertasauditorgen-eralrevealedtheprovincesNorthlandSchoolDivisionisstillfailingtokeepitsstudentsinschoolanddoesnothaveadequatesystemstoimprovetheirattendance.Evenwiththeeducationministersde-cisiontodismantlethedivisionselectedschoolboardappointanofficialtrusteeandlaunchafullinquiryintotheissuein2010aboutonethirdofstudentsremainchronicallyabsentduetoalackofcoor-dinationweaknessinattendancereport-ingsystemsandtheabsenceofastudentcentered-approachtoreformthereportdeclares.Theauditorhighlightscreatingawork-ableactionplantoaddresstheattendanceissueasthekeytostudentsuccessandtosolvingalistofproblemsplaguingNorth-landschools.Thedivisionschronicproblemsincludehigherteacherandstaffabsencesandturn-overdeterioratinginfrastructurepoorfa-cilitieslibrariesscienceandcomputerlabsinsufcientsupportforstudentswithEng-lishasasecondlanguageandforstudentswithlearningdisabilitiesandintergenera-tionaleffectsofresidentialschoolsinclud-ingpovertyaddictionsmentalhealthandfamilytraumathedocumentreads.Thesechallengesarecomplicatedbythedivisionsvastsizeandremotenessandsmallsizeofitsschools.Toconducttheauditresearchersin-terviewedstaffandtestedtheattendancepracticesat10schoolsthroughouttheNorthlandSchoolDivisionreceivesfailinggradeChronicproblemswithpoorattendanceidentiedastopprioritydivisionaswellasatitscentralofficeandatthedepartmentofEducation.Theyalsoheldmeetingswithcaregiversstudentsteachersadministratorslocalschoolboardcommitteemembersandcommunitymem-bersintheWabasca-DesmaraisregionandinGiftLake.Thedivisionhasnotprovidedschoolsadequateguidanceonrecordingandmoni-toringattendancedoesnothaveprocessestoensureattendancedataisreliableandaccurateanddoesnothaveadequatesup-portandtrainingforitsattendancetrackingsystemthereportreads.Wehadplannedtoanalyzethedivisionsattendancedataforthepastveyears.Butthedataisinconsis-tentandthesystemlackscontrolssowecouldnotincludethisassessmentaspartofourauditresults.About95percentofstudentsinthedivi-sionareAboriginalandlivein24isolatedcommunitiesspreadaroundthenorthernpartoftheprovince.Itwasformedin1960tobringseveralMetisschoolsandFirstNa-tionsmissionandresidentialschoolstogetherunderprovincialstandards.Thelegacyoftheresidentialschoolhistoryinthedivisionisstrongthereportreads.Ithiredsometeachersfromformerresidentialschoolsasthoseschoolsclosed.TodayNorthlandhostsabout2700stu-dentsinitsschools.Theiroperatingbudgetin2013-2014was60.5milliondownfrom61.9milliontheyearbefore.MovingforwardtoimproveattendanceThereportdidhighlightsomeareaswhereweneedtoputsomefocusintermsoftrackingsaidNorthlandsuperinten-dentDonnaBarrett.Ithinkourschoolsaredoingatremendousamounttoaddressattendanceandencouragekidstocometoschoolandweareseeingsomepositivere-sultswiththat.Throughthedurationoftheauditthedivisiondevelopedanewattendanceim-provementinitiativecalledEveryDayCountsEDCwhichwasapprovedonJan.30.Intheaudititwasnotedthatthisactionwasasignthedivisionisreadytoactivelyworkonitsattendancesystemsandresults.Withourliteracyinitiativeswesortofbuiltontheworkthatschoolsweredoingandthenputtogetheradivision-widestrat-egyforsomeofthebestpracticesBarrettsaid.Thatsbasicallywhatweredoingwithattendancenow.Howevertheauditnotedmanyofthe29recommendations18totheschoolsand11tothecentralofcemadeinEDCarevagueandthedocumentdoesntprovidesufcientdirectionandguidanceonhowtoimplementthem.WhatweredoingwiththoseistakingthoserecommendationsandputtingthemintoanimplementationplanBarrettsaid.Wehavesomethingsthatarestartingrightawaybutthatstheprocessofmovingfromthestrategicplantoanoperationalplanandweredoingthatrightnow.Oneofourfirststepsistolookathiringstafftosupportourschoolsintermsofmak-ingsuretheyredoingtheirtrackingandtakingattendanceinaspecificwayacrossthedivision.Weredoingcommunityengagementtohavethisinitiativeunderstoodbyeachofourschoolcommunitiesshecontinued.Ourassociatesuperintendentwillbegoingoutandtalkingwithalloftheschoolsalltheschoolstaffmeetingwithcommunitymembers.Wewanttobuildanaware-nessoftheimportanceofattendanceandtheconnectionbetweenattendanceandachievement.PhotocourtesyofNorthlandSchoolDivisionNorthlandSchoolDivisionsuperintendentDonnaBarrettsaystheschoolboardisinvestinginwaystoimproveattendance.
