Fieryhead-oncollisionkillstwoonHwy.63TransportationHighway638TuesdayFebruary252014ByMEAGANWOHLBERGAfteryearsofnegotiationandrmoppositionfromtheFirstNationBrionEnergyandtheFortMcKayFirstNa-tioncametoanagreementlatelastweekontheDoveroilsandsprojectplannedfortheMooseLakearea.ThetwopartiessignedanagreementlastFridaywiththeFortMcKayFirstNationagreeingtoremoveallofitsobjectionsrelatingtotheap-provalofthemineafterreceiv-ingwordfromthecompanythatmanyrequestedenviron-mentalprotectionmeasureswillbeputintoplace.SustainabilitydirectorandchiefnegotiatorfortheFirstNationAlvaroPintotoldTheJournalthattheagreementisallaboutenvironmentalpro-tectionfortheculturallyandecologicallysensitiveMooseLakeareaseenasthelastref-ugeforFortMcKaymemberstopracticetheirtraditionalactivities.Theyveagreedtosev-eralenvironmentalprotec-tiontermsthatwecouldntagreetobeforePintosaidofBrionEnergy.Wevebeeninnegotiationsforalmosttwoyears.AtthispointintimeFortMcKayfeelsverycon-dentthatthemeasuresthatweveagreeduponareverystrongintermsofprovidingthenecessaryprotectionstotheMooseLakearea.Thoughhecouldnotnamespecicsduetoacondenti-alityclauseintheagreementPintosaidthecompanyhasagreedtomanypiecesofthemanagementplandevelopedbytheFirstNationthatsoughttobalancedevelopmentwiththeprotectionoftreatyrights.Thatplanproposeda20-kmbufferzonearoundtheMooseLakeareawhichwouldhavecutintothecom-panysleasearea.TheMooseLakepro-tectionplanthatwedevel-opedconsistsofaseriesofmitigationmeasuresintermsofaccessmanage-mentpracticesprotectionareaaroundthereservePintosaid.Icantdiscloseanyspe-cicsontheenvironmentalcomponentbutasIsaidtheyareverystrongenvironmen-talprotectionmeasures.Pintosaidthereisaneco-nomicopportunitiescompo-nenttotheimpactbenetagreementaswellbutitwaslessofapriorityfortheFirstNationthanthemitigationofenvironmentalimpacts.Inthiscaseitisessentiallyallabouttheenvironmental...Wedidnteventalkabouttheothertermsbeforetheenvi-ronmentalcomponentwasagreeduponandnalizedhesaid.Weknewthatifwedidnthaveanenvironmentalagreementwewouldnthaveanagreementatall.BrionschiefexecutiveofcerandpresidentZhimingLisaidtheagreementcomesdowntobeinggoodneighbours.OurleaseandFortMcK-aysreservesatMooseLakesitnexttoeachotherLisaidinapressrelease.AsgoodneighboursBrioniscommit-tedtodevelopingtheleaseinanenvironmentallysoundmannerwhiledeliveringso-cialandeconomicbenetsforthelocalcommunity.TheAlbertaEnergyReg-ulatorapprovedtheDoverprojectonAug.62013butithasyettoreceivefinalapprovalbytheprovincialgovernment.BrionbasedinCalgaryisajointventurebetweenAthabascaOilSandsCorp.andPhoenixEnergyHold-ingsLtd.ThecompanywasformerlyknownasDoverOperatingCorp.FortMcKayreachesdealonDoveroilsandsprojectByMEAGANWOHLBERGAlbertasHwy.63toFortMcMurraywasclosedonWednesdayafterafatalhead-oncollisionbetweentwotransporttrucksendedinamesandtwopeopledead.Thetwotruckscrashedapproximately75kmsouthofFortMcMurraynearmile173justbefore900a.m.onWednesdaymorning.Bothdriverswhowereloneoc-cupantsdiedonscene.Theirnamesandgendersarebeingwithheld.Atleastfourothervehiclesincludingthreepickupsandatractortrailertooktotheditchtoavoidtheaccident.Noneoftheoccupantswereinjured.ThoughWoodBuffaloRCMParestillinvestigat-ingthecauseofthecrashitappearsthetwotruckstrav-elinginoppositedirectionscollidedhead-on.Oneofthetruckswasatankercarryingwhatisbelievedtohavebeendieselfuelresultinginare.Roadswerereportedtobeicyatthetimeofthecrash.ThehighwaywasclosedinbothdirectionsonWednesdayandmotoristsredirectedtoHwy.881.ItreopenedThurs-daymorningafterpolicecon-cludedtheirinitialinvestigation.TwinningstillinworksTheAlbertagovernmentiscurrentlytwinningthe240kmbetweenEdmon-tonandtheprovincesin-dustrialcapitalknownforheavytrafcandfrequentlyfatalaccidents.StartinglastMondaytheprovincebeganworkontwonewbridgesspanningtheWanderingRiveraspartofthetwinningefforts.Con-structionisexpectedtobecompletedbyAug.15weatherpermittingandtocost5.5million.ByMarch2014AlbertaTransportationwillhavein-vestedmorethan1.4billioninHwy.63and881infrastruc-tureprojectssince2005.Theprovincesdeadlinefortwinningthehighwayis2016.PhotocourtesyofWoodBuffaloRCMPPhotocourtesyofBrionEnergyIndustryOilsandsTheFortMcKayFirstNationhaslifteditsobjectionstoBrionEnergysDoveroilsandsprojectaftrthecompanyacceptedseveralenvironmentalprotectionmeasures.Policeandrstrespondersarriveatthesceneofadeadlymulti-vehicleaccidentonHwy.63southofFortMcMurraylastWednesday.
