8TuesdayJuly92013SpringishereWiththemeltingsnowandwarmerweatherbearsarestartingtocomeoutofhibernation.TheDepartmentofEnvironmentandNaturalResourcesadvisesthepublictotreatbearswithrespectandtakeprecautionswhentravellingorcampinginbearcountry.Formoreinformationonbearsafetywww.enr.gov.nt.caSAFETYINBEARCOUNTRYByRENEFRANCOEURResidenthuntersmaysoongetthechancetoharvestselectbarrengroundcaribouagain.ThegovernmentoftheNorthwestTerritorieshasproposedalimitedharvestindesignatedzonesduringthe2013-2014biggameseasonforresidenthunterswhenitcomestotheBluenose-EastBeverlyandAhiakcaribouherds.Currenttrendandpopula-tionanalysisalongwithharvestprojectionsindicatetheherdscouldsustainthecurrentAb-originalharvestaswellasalimitedharvestfromresidenthunterswithminimalnega-tiveimpacts.TherehasbeenahuntingbanontheBluenose-Eastherdsince2006forresidenthunters.LimitedcaribouharvestproposedforresidenthuntersThisherdcurrentlyundergo-ingaherdsizesurveyfromthedepartnmentofEnviron-mentandNaturalResourceswasnotofciallyrecognizedasadistinctherduntil1999.ResidentharvestingoftheBeverlyandAhiakherdsclosedin2009-2010.Aborig-inalharvestingofthesethreecaribouherdsisnotrestricted.Themostrecentsurveyfrom2010showstheBluenoseherdnumbershaveincreasedto122000animals.TheAb-originalharvestbetween2009and2010averaged2700ani-malsfromtheherd.TheBeverlyherdwasre-cordedat124000in2011andtheAhiakherdat71000.TheAboriginalharvestoftheseherdsbetween2009and2010was1000animalsandlessthan1000in2011-2012respectively.Theproposalwouldallowresidenthunterstopurchaseonetagforabull-onlyhar-vest.Thetagmustbeusedforonebullintotalandcan-notbeusedforonebullfromallthreeherds.Theproposalhasbeensenttovariousrenewableresourcesboardsforreviewandrecom-mendationstotheministeroftheEnvironmentandNaturalResources.EnvironmentWildlifeByMEAGANWOHLBERGResidentsoftheFortMc-Murrayregionwhosuf-feredpropertydamageduetofloodingbetweenJune10and17willbenetfromtheprovincesrecentlyan-nounceddisasterrecoveryprogram.AsofJuly2residentscangotothemunicipalofcetoapplyfortheprogramwithprioritygoingtothosewith-outoodinsurance.Ourrstpriorityisget-tinghelptothefamiliesandsmallbusinesseswhoexperienceduninsurablelossescausedbythisdisas-tersaidAssociateMinis-terDonScottMLAforFortMcMurray-Conklin.Whenshevisitedtwoweeksagothepremiercommittedtohelpingthiscommunityre-coverfromthisood.Improudtofollowthroughonthatcommitment.Thefundingispartof1billionpromisedtoassistallood-affectedresidentsofAlbertafollowingmajordisastersintheCalgaryandHighRiverareas.Itisun-knownhowmuchmoneyFortMcMurraywillreceive.Affectedresidentsarere-quiredtoobtainlettersfromtheirinsurancecompaniesoutlininguninsureddam-ageandsubmitthatalongwithphotosofthedamagetoprovidetoassessmentevaluators.Onsitedamageassessmentswillalsooccuraftereligibleresidentsapplyforassistance.Theprogramonlyappliestohomeownerslookingtorepairorrebuildtheirpri-maryresidenceandotheruninsurabledamagedorlostproperty.Thefundscanalsocovercommunitiessmallbusinessesandagriculturalproducersandareintendedtoreturnessentialpropertytotheconditionitwasbeforethedisaster.FortMcMurraywashithardbyoodsinmid-Junefollow-ingextensiverainfallthatputthecommunityinastateofemergencyforsixdaysandhadmanydownstreamonedgeaboutthepotentialforoilsandstailingspondstooverowintotheriversystem.FloodingbeganontheHangingstoneRiveronJune10forcinghundredstoevac-uateandcausingsignicantpropertydamage.OnJune17theFire-bagbridgecollapsed100kmnorthofFortMcMur-raystrandingdozensofcampersintheRichardsonarea.Highways63and881wereclosedbecauseoftheooding.Estimatesoftheamountofooddamagearenotyetcomplete.FloodreliefcomestoFortMcMurrayregionEnvironmentFloodingPhotocourtesyofEnvironmentandNaturalResourcesGNWTBluenose-Eastcaribouracethroughthedeepsnow.Therehasbeenahuntingbanforresidenthuntersonthisherdsince2006.
