2TuesdayApril82014NEWSBRIEFSHwy.63constructionmovesnorthofFortMcMurrayAlbertaTransportationiswarningofminordelaysonthehighwaynorthofFortMcMurraynowthattwinningcon-structiononHwy.63hasbegunjustnorthoftheTaigaNovaintersection.ConstructionlaunchednorthofthecityonApr.2andisexpectedtorununtilmid-Mayascrewswidentheexistingsouthboundlanesforroughly1kminordertocontinueworkonthe150-millionParsonsCreekInterchange.Oncethesouthboundpavingiscompletetraf-cwillbedivertedontothenewlaneswhilethenorthboundlanesarewidened.The1-billionHwy.63twinningprojecthasbeeninprogresssince2005andisslatedforcompletionDominionDiamondsprotsdropforthirdconsecutivequarterToronto-basedpreciousgemcompanyDominionDiamondsisreportingaprotlossforthethirdconsecutivequarterin2013.ThecompanywhichownsEkatiandDiavikdia-mondminesandrecentlymovedtheirseniormanagementheadquarterstoYellowknifereportedtoshareholdersa7.8-millionlossor0.09ashareinthelastquarteroflastyear.Thecompanysaysinitialnumbersshowroughdia-mondpricesroseinearly2014andthemarketisexpectedtocontinueimproving.InNovemberDominionDiamondssubmittedaproposaltoexpanditsEkatiminebydrillingtwonewkimberlitepipestoreplacethecurrentoneswhichwillbeexhaustedby2019.Theapplicationisunderreview.FortChipewyanwinterroadclosesgravelweightrestrictionsbeginAsofApr.8thewinterroadfromFortSmithtoFortChipewyanthroughWoodBuffaloNationalParkisclosedtoalltrafcforthespringsummerandfallseasonaccordingtotheRegionalMunicipalityofWoodBuffalo.Thewinterroadwasoriginallylimitedtolighttrafcunder5000kgonApr.6butwarmertemperaturesontheweekendspedupmeltingonthedeltaandforcedthemunicipalitytoclosetheroadentirelybyTuesday.Aweightrestrictionof75percentofthelegalloadlimitonallgravelroadsinthemu-nicipalityisscheduledforApr.14topreventroaddamage.DevolutioncouldposechallengetoformingnationalparkByMEAGANWOHLBERGWithresponsibilityforcrownlandchanginghandslastweekthroughdevolutionFirstNationnegotiatorswork-ingtoestablishtheThaideneNenenationalparknearLutselKenowhaveanextrapartytopleasebeforetheprotectedareacanbecreated.TheterritorialgovernmentinheritedadministrativecontroloverthepubliclandsaroundtheEastArmofGreatSlaveLakethathavebeenundernegotia-tionbetweenParksCanadaandtheLutselKeDeneFirstNationLKDFNfor30yearsonApr.1.FederalandFirstNationne-gotiatorshadnearlysealedthedealonthecreationofthena-tionalparkbutthejurisdictionalshufehascreatedanaddedchallengefortheparksforma-tionduetoGNWTconcernsabouttheparkssizemeasuringmorethan33500square-km.WhiletheGNWThasyettoengagewithLKDFNinanyinterest-basednegotiationsconversationshavetakenplaceoverthelastyearinanticipa-tionofdevolutionwhereintheGNWThasexpressedconcernabouttheboundariesoftheparkandthelegislationthatwillprotectitaccordingtoStephenEllisamemberofthenegotiatingteamforLKDFN.TheGNWTsbeenquiteclearthatpartofthereasonfordevolutionwastoincreaseterritorialjurisdictionoverlandandresourcesandany-thingthatscapturedwithinanationalparkreserveisde-nitelynotunderterritorialju-risdictionEllissaid.ThoughofcialswiththeGNWTsaidthefederalgov-ernmentretainstherighttoexpropriatewhateverlandtheywantfortheparkEllissaiditislikelytheGNWTwillhavetosupportwhatevernalboundaryisdrawnupfortheparktobeapproved.WhattheGNWThasclearlyarticulatedbothtotheFirstNa-tionandcertainlytoCanadais1WesupportthecreationofThaideneNenenationalparkreserve2Wethinkthecurrentareaofinterestistoobig-per-hapsevenmuchtoobigand3wedbequiteinterestedinanationalparkreserveofsmallersizewithwhattheyrecallingabuttingterritorialconservationtoolsprotectingotheraspectsofThaideneNene.EllissaidtheGNWThasyettolayoutdetailsonitspreferredlegalframeworkfortheproposedparkwhichcouldincludesomethinglikeazonearoundasmallerna-tionalparkareaincorporatingterritorialparkslegislation.Iftheyrewillingtodobet-terthanwhatthefedswilldoanduseNorthernwaysofdoingthingstrueindigenouspart-nershipscareandrespectforThoughtheoriginallandwithdrawalfortheproposedparkexpiredonMar.31thisyearatwo-yearextensionwasgrantedbythefederalgovernmentandmirroredbytheGNWTprotect-ingtheareauntilApr.12016.Amineralandenergyre-sourceassessmentwasdonefortheproposedparkreservein2013thedetailsofwhichshowedmostfeasibledepositslayoutsideorontheboundaryoftheproposedparkthoughsomepocketsofgoldcopperanduraniumcouldbeprospec-tive.Hydrocarbonpotentialwasdismissedentirely.Thendingsshowedmostoftheareasviableresourcepotentialtobelocatedinthe10environmentetc.thenwerehappytotalkbutiftheGNWTsonlytalkingaboutmuchdimin-ishedprotectionandincreasedcabinetcontrolasopposedtoFirstNationpartnershipthenthatwouldcertainlygivetheFirstNationafairamountofpauseEllissaid.ParksCanadaandLKDFNhaveagreedtoaco-managementarrangementfortheparkwhichhousessensitivewatershedscariboucalvinggroundsandsacredculturalsites.Thetwopartiessignedadraftestablish-mentagreementinFebruary2013andthefederalgovern-mentisnowinconsultationwiththeNorthwestTerritoryMtisNationwhosetraditionalterri-toryoverlapsthatofLKDFNsabouttheparkscreation.square-kmareaaroundGah-choKue-thesiteofanewlyapproveddiamondmine-lo-catedjustoutsideoforontheproposedparkboundaryTheresprobably
