6TuesdayNovember112014ENVIRONMENTPROTECTEDAREASWESCLEANNORTHERNSALESLTD.Pleaseleaveamessageat872-5543fordetails.Minniewasaveryscaredshycatwhenshefirstcamein.Shehadbeenkeptinabedroomandwasnotsocialized.Shehascomealongwaybutwillre-quiresomepatiencetogainhertrust.Sheisagreatcatjustnotgoodwithotheranimals.SpayedNeuteredvByMEAGANWOHLBERGAustraliaandtheNorthwestTerritoriesmaybehalfaworldapartbutthatdidntstopateamfromDownUnderfromgettingtogetherwithNorth-ernerslastweektoshareideasonhowindigenouspeoplescansuccessfullycreateandman-agetheirownprotectedareas.AsetofexpertsfromAus-traliasindigenousparkman-agementprogrammetwithFirstNationsandgovernmentrepresentativesinYellowknifeandLutselKelastweektosharebestpracticesgleanedovertheir16yearsestablish-ingIndigenousProtectedAreasIPAsinAustralia.ItsthesecondtimeagroupfromAustraliahascometotheNWTtotalkparksman-agementwithmembersoftheLutselKeDeneFirstNationwhoarecurrentlynegotiat-ingaco-managementagree-mentwithParksCanadafortheproposedThaideneNenenationalparkontheEastArmofGreatSlaveLake.Ithinkwecanpresentamodelwithextensiveexpe-rienceinmanagingmultiplepartnershipsandestablish-ingasecurefundingbaseoverthelongtermwhilebeingabletoachievetheas-pirationsofourconstituentsandhavingrealdirectionandcontrolfromourAboriginalleaderssaidSteveRoegerofDhimurruoneoftherstandmostsuccessfulIPAstobecreatedinAustraliawhoattendedtheworkshop.ThetwopartiesmetinpreparationforareturntriptoAustraliathisweekthatwillseeThaideneNenene-gotiatorSteveNitahofLutselKegiveakeynoteaddressattheWorldParksCongresswherehewillsharetheDeneconservationethicbehindtheproposedparktotheinterna-tionalcommunity.ThemodeloftheIPAsandtherelationshipthattheyhavewiththeregionalandfederalgovernmentsandotherpart-ners...isagoodexamplethatwecouldmodelourrelation-ship-buildingprocessesafterhereinLutselKeNitahtoldTheJournallastweek.Thesepartnershipsbe-tweenAboriginalpeoplefoun-dationsandgovernmentscancreateawholenewmethodoflandmanagementinCanadacreatingemploymentandbusi-nessopportunitiesandreliev-ingtaxpayersofthenancialburdentothetaxsystem.TheAustralianIPAprogramcanshowtheCanadianpublicgovernmentandassociationsawayforwardinthatarea.NearlyhalfofAustralianparksindigenous-runWhilethemovetogivein-digenouspeoplesmanagingpowersoverparksinCanadaisrelativelyrecentatotalof66IPAsaccountfor40percentofprotectedareasinAustralia.Theseprotectedareasareestablishedundertherulesandcustomsofthecommunitiestogetherwiththesortsoflegalandtitlearrangementsthattheyalreadyhaveonthegroundandthepartnershipsandcollaborationsthattheycandevelopwithotherentitiesinordertodeliverthemanage-mentoutcomesexplainedBruceRosewhountilafewmonthsagowasthenationaldirectorofAustraliasIPApro-gramaninitiativehehasbeenpartofsinceitsinception.IPAsareprivatelandtheyrenotgovernmentland.Theyrenon-legislativebuttheyrerecognizedbytheAus-traliangovernmentasaformalpartofAustraliasnationalreservesystemRosesaid.Thoughmanyofthein-digenousgroupshaveissuesoflandtitlesettledbeforeenteringintotheIPAprocessthatisnotalwaysanecessitysaidRoegerwhoseDhimurruAboriginalCorp.managesanIPAof450000hectaresinAustraliasNorthernTerritory.OneofthebeautifulthingsaboutIPAsisthattheycanin-corporateothertenurespro-videdtheresbeencollabora-tionandagreementonhowmanagementoutcomesaregoingtobemetwhichhasallowedDhimurrutoincor-porateareasonbothlandandseaRoegersaid.Theterres-trialcomponentisAboriginallandbutthemarineestateisverymuchacollaborativezonethatweworkwithanumberofstakeholderstomanage.ThaideneNenecreatingownmodelApartfromtheproposedThaideneNenethereisonlyahandfulofparkreservesinCanadathathaveincorporatedAboriginalstewardshipintotheirmodel.AccordingtoLarryInnesasenioradvisortotheInternationalBorealConser-vationCampaignsAboriginalLeadershipInitiativewhichcoordinatedlastweeksmeet-ingsthatsbecauseCanadasparkssystemwasfoundedonadifferentapproach.TheAustralianmodelisveryverydifferentbecauseitsnotjustprotectinglandsbutitsactuallymanagingthoselandsundertraditionalownerdirectives...ensuringthatthepeoplewhovelivedtherefor40000yearsandwhohavemanagementpracticesasso-ciatedwiththoselands...aredirectlyinvolvedinthoseac-tivitiesInnessaid.InCanadawetookadifferentturnwhereweprofessionalizedresourcemanagementwegaveitovertodepartmentstolookafterittotheexclusionofnotjustextractiveindustriesbutalsoinmanycases...thepeoplewhohadalwayslivedthereandalwaysmanagedit.ThaideneNeneproposestochangeallthat.NotonlydoesthedraftagreementagreedtobyOttawaandnowinne-gotiationwiththeterritorialgovernmentlegallyputtheLutselKeDeneinchargeofmanagingtheparkthroughaproposedNihatniDeneWatchmenrangersprogrambutallowsthemtobeneteconomicallyfromtourismandcontinuetopracticetheirtraditionallanduseactivitiesinthepark.Weseethecreationofpro-tectedareasasdenedinmanywaysyoucancreateconserva-tionforthesakeofconserva-tionwhichsomeofourareaswillbeandsomeotherareaswillbeconservationforthesakeofconservationecono-miesNitahsaid.Thecreationofprotectedareascreatesem-ploymentonthegroundandotheropportunitiesthatweseeasvalue-addedtoprotectinglandatLutselKe.NitahaddedthattherearerealpossibilitiesmovingforwardforotherAboriginalgroupsinCanadawantingtoestablishandmanagetheirownprotectedareas.Inlightofthelatestcon-stitutionaldecisionsthatrecognizethejurisdictionofAboriginalpeopleintheirhomelandstheresaclearpathtoreachingthepointwherelargeswathsoflandcanbecreatedunderAborig-inaljurisdictionshesaid.AustralianindigenousparksofferlessonstoNWTThaideneNenenegotiatorheadingtoAustraliaforWorldParksCongressPhotoPatrickOLearyDarylLaceyleftoftheDhimurruindigenousprotectedareainAustraliameetswithNihatniDenewatchmanJakeBasiloftheproposedThaideneNenenationalparkinLutselKelastweek.
