PoliticsDevolution2TuesdayMarch192013NEWSBRIEFSFourrunningforSaltRiverFirstNationchiefFourcandidateshavethrowntheirnamesinforchiefofSaltRiverFirstNationalongwiththreeothersforcouncillor.SaltRivermemberswillbeabletovoteforHenryBeaverJr.WarrenGagnonBradLavioletteorformerchiefFriedaMartselosatpollingstationsinbothFortSmithandtheKingswayAve.RamadaInninEdmontononApr.2from1000a.m.to800p.m.GabrielMabryTourangeauDonMatthewsJr.andDebbieSikyeaareallrunningfortheoneavailablecouncillorposition.AdvancepollsopenedlastTuesdayattheFortSmithRecCentre.Noresultswillbereleaseduntilvotingonelectiondayisconcluded.HayRivergetsfull-timephysicianHayRiverwillgetafull-timedoctornextmonthwhenDr.CoralieBoudreaubeginsherthree-yearcontractonApr.2.HealthandSocialServicesMinisterTomBeaulieucongratulatedthedepartmentandtheHayRiverHealthandSocialServicesAuthorityfortheirhardworkrecruiting.BoudreauwillserveHayRiveraswellasthesurroundingcommunities.RCMPinterceptliquordrugsenroutetoFortLiardFortLiardRCMPstoppedapairofvehiclesatacheckstoponMar.12tonddozensofbottlesofalcoholandmari-juanabeingsmuggledintothecommunityillegally.TherstsuspectaresidentofFortLiardwasfoundtohavetwobottlesofliquorinthecab.Afurthersearchofvehicleyielded18bottlesofalcoholhiddennearthesparetire.ThesuspectwillbechargedundertheFortLiardliquorrestric-tionregulationsandallliquorwasseized.Thisisthesec-ondtimethesuspecthasbeencaughtforthesameoffencethelasttimewas1.5monthsago.Thenameofthesuspectisbeingwithhelduntilformalchargeshavebeenlaid.Asecondcheckstopsearchyieldedanother24bottlesofal-coholalsohiddeninthesparewheelwell.Aquarterpoundofmarijuanawasalsofound.Asaresultthreemaleshavebeenarrestedchargespending.CAMPINGSEASONISJUSTAROUNDTHECORNERSomeofthebestbrandsinthebusinesssuchasHeartlandandKeystoneGETGEAREDUPATNORTHSTARCHRYSLERwherewehaveahugeselectionofnewandusedCampersFifthWheelsandToyHaulersFREENightStayinHighLevelwitheverypurchasewww.northstarchrysler.caWHEREPEOPLEBECOMECUSTOMERSFORLIFECanadakeepsholdofNWTenvironmentalreviewboardsDraftofnaldevolutionagreementreleasedByMEAGANWOHLBERGThefederalgovernmentwillretainjurisdictionovertheNorthwestTerritoriesenvironmentalimpactreviewboardsundertheMackenzieValleyResourceManagementActMVRMAthroughthedevolutionagreementsignedMonday.Thedecisiontoacceptdel-egatedauthorityfortheactwashintedatduringthelaterstagesofdevolutionnegotiationsoverthelastseveralmonthsduetopendingamendmentstotheactatthefederallevelthatwouldhaveseendevolutionnegotia-tionsstalleduntilcompleted.Acopyofthe113-pageconsensusdraftofthenalagreementwasmadepub-liconTuesdayalongwithaplainlanguageversionbytheNWTdevolutionofce.Devolutionnegotiationsconcludedthisweekbutanadditional60daysofpublicengagementintheGNWTandconsultationwithAborig-inalgovernmentsonthepartofCanadastillhavetooccurbeforetheNWTLegislativeAssemblymakesthefinalratifyingvoteandallpartiesincludingAboriginalgovern-mentsdecidewhetherornottoapprovetheagreement.TheagreementstatesthattheGNWTwillhavethedel-egatedauthoritytoapprovewaterlicencesholdmoneyassecuritytoensurelandandwaterusersfollowruleschooselandandwaterinspec-torsandmonitortheeffectstowaterandlandovertime.CanadahoweverwillkeeptheabilitytomakechangestotheMVRMApayforeachboardundertheactchoosewhogetstobeontheboardsandadministerenvironmen-talassessmentsthroughthereviewboard.FinancesAssetoutintheAgreementinPrincipletheGNWTwillbeentitledtokeepupto50percentofresourcerevenueseachyearfromdevelopmentonpub-liclandswhichissimilartothetreatmentofprovincialre-sourcerevenuesunderthefed-eralequalizationprogramac-cordingtothedevolutionofce.TheamountofresourcestheGNWTwillbeabletokeeporthenetscalben-etwillbecappedatvepercentoftheGNWTsgrossexpenditurebaseeachyearandwillgrowasresourcerev-enuesintheterritorygrow.TheGNWTestimatesthatnumbercouldhavebeenaround65millionforthelastyearhaddevolutional-readybeencompleted.Thenetscalbenetwillbereviewedeveryveyears.CanadawillalsoprovidetheGNWTwithanannualtotalof67.3milliontodeliverprogramsandservicesthatwereprevi-ouslytheresponsibilityofthefederalgovernmentstartingontheprojectedtransferdateofApr.12014.Thatamountisupslightlyfromthe65millional-ludedtothroughoutnegotiations.Aboriginalgovernmentsthathavesignedontotheagree-mentwillreceiveashareofthecombinedtotalof25percentofresourcerevenuesfrompubliclands.Howmuchgovernmentsreceivewillbecalculated70percentbasedonpopulationand30percentoncostofliving.Currently4millionofthepromised26.5millionfromCanadatohelpinthetransi-tionhasbeenprovidedtotheGNWTwhiletheremainderwillbepaidaftertheagree-mentisnalized.Aboriginalpartiestothedealwillalsobegiven4milliontosupporttheone-timechange-overalongwith3millioneveryyearfollowingthetrans-fertosupportthecreationandactivitiesofaninter-govern-mentalcouncilofAboriginalandGNWTleadersdesignedtocooperativelymanagepublicandsettlementlandsaspartofarespectfulgovernment-to-governmentrelationship.OilandgasTheagreementalsooutlinesthetransferofrightsinrelationtooilandgasdevelopment.Aseparateagreementbe-tweentheGNWTCanadaandtheInuvialuitRegionalCorp.IRCregardingoilandgasdevelopmentneartheBeaufortSeaisincludedinthedealad-dressinghoweachgovernmentgivespermissiontooilandgascompaniestoworktherulescompaniesmustfollowandtheamounttochargecompanies.TheIRCwillreceive200000annuallytopar-ticipateinthemanagementofBeaufortoilandgas.Thethreepartiesarere-quiredtobeginnegotiationsforthemanagementofoffshoreoilandgaswithin60daysafterthenalagreementissigned.AsecondnoteismadewithrespecttooilandgasrightsintheSahtu.Canadawillretainitsone-thirdownershipinterestinthesubsurfacerightsfortheNormanWellsProvenAreabutImperialOilwillnowberequiredtopayroyaltiestotheGNWTonitstwothirds.JobsThesectiononhumanre-sourcesstipulatesthattheGNWTmakeareasonablycomparablejoboffertoallpermanentfederalemployeesbeingaffectedbythetrans-fermatchingascloselyaspossibletheemployeesre-sponsibilitiesjoblocationandpay.Wherefederalpayishigheremployeeswillbegivenatransitionallowanceforveyearstobridgethedifference.Unusedsickleaveandva-cationtimewillbetrans-ferredoverandbenetswillbepickedupbytheGNWT.TheagreementalsostatesthatCanadaandtheGNWTwantasmanyaffectedfederalemployeesaspossibletoac-ceptjobswiththeterritorialgovernmentasapartofdevo-lutionaccordingtotheplainlanguagedocumentprovided.WastesitesCanadawillremainrespon-sibleforwastesitesonpublicandsettlementlandscreatedbeforedevolution.OperatingsitessuchasanactiveminewillbecometheGNWTsresponsibilityonthetransferdate.TheGNWTwillhaveuptoveyearstodeterminethenancialandenvironmentalstabilityofoperatingsitesbeforeitre-leasesthefederalgovernmentfromliability.PhotoGNWTExecutivePrimeMinisterStephenHarperspeaksatapressconferencefollowingthesigningofthedraftdevolutionagreementonMar.11ankedbylefttorightMinistersLeonaAglukkaqandBernardValcourtandNWTPremierBobMcLeod.
