asapparentlybeendifcultovertimechallengedbystaffturnoverandneedinginspiredleadership.Itishardtohitahomeruninsuchanundertak-ingbutthereareothersimilarsettingsacrossthecountrywhereservicesareofferedthatmakeadifferenceandpeo-pleseekthemout.Surelythecentrewascostlytooper-ateaswell.Whatshouldsuchanin-vestmentreturninthewayofresultsIsthereameasureforsuccessIfcostswereamajorconcernintheclosingofthetreatmentcentrethenewdirectionrecommendedbythereportisnoalter-native.The67reportrecommendationsareawishlistwithnoconsiderationofthepracticalrestraintsofbudgets.Whatisemphasizedinthereportistheneedforchangeofdirectionanewap-proachtocounselling.ItwasclearalthoughnotexplicitlystatedthattheoldmethodininstitutionalsettingsisnotworkingintheNorth.Theneedforcommunity-basedonthelandexperienceswithaculturalfocusisstatedoverandover.On-the-landprogrammingsteepedinAboriginalculturemaynotbebestforeveryonehowever.ManyaddictsarenotAboriginalsowhatistobecomeofthemTheNWTgovernmenthasspentdecadesreplacingtheneedtoshipNorthernerstoEdmontonforservicesthatwerenotavailableintheNWT.Willthelossofinsti-tutionalcounselingintheNWTbeastepbackwardOntheotherhandtimeinthebushinaprogramwouldlikelyhelpany-onestrugglingwithchallengesinlife.Per-hapsthatsolutionwillworkforeveryone.Thedecisiontoclosethetreatmentcentremayhavebeenadifcultonebutthemovetolaunchacompletelynewdirectioniscourageous.Italsomaybewrong.Thisnewinitiativewillalsore-quireinspiredleadershipandneedstaffwithstrongmanagementskills-moreoftheminfactsincetheplanistodecen-tralizethisintomultiplecommunities.Ittoowillbeveryexpensive.Thereneedstobeatimelimitsetonthis-perhapsacomprehensivecriticalreviewafterveyearsfollowedbyado-or-diedateofeightyears.Ifresultsarenotdeliveredbythentoughdecisionswillhavetobemadeagain.Findingleadershipatthecommunityleveltocarryouton-the-landcounsellingprogramswillbethebiggestchallengetosuccess.Individualswhopossesstheleadershipskillsandcharismatobringsuchprogramstogetherandmakethemworkareararecommodity.Theonuswillbeonthecommunitiestohelp.Therewillalsobeopportunitiesforsuccessfulpro-gramstobecomeashowcase.FirstNa-tionsgovernmentsmustmakefosteringandsupportingthenewprogramsapriority.AsfortheKatlodeecheFirstNationthismaybetheiropportunitytoshine.Aftersuchalongtraditionwhoknowshowtocarryoutaddictionscounsellingandtreat-mentbetterthanthemTakeitoutonthelandaddaculturalcomponentandmakeitwork-theNatsejeeKehTreatmentCen-trecouldrisefromtheashes.Seekinganewwaytotreataddictions
