EnvironmentWildlifeHarvest9TuesdaySeptember102013ByMEAGANWOHLBERGHunterssettheirsightsonasuccessfulbiggameharvestlastweekinFortSmithwiththehelpofre-newableresourceofcersatthedepartmentofEnvi-ronmentandNaturalRe-sourcesannualSightinYourRieevent.Around30peoplecameouttotheshootingrangeTuesdayandWednesdayeve-ninglastweektomakesuretheirrearmsweresightedproperlybothtoassistinaproductivehuntandhope-fullyavoidleavinganyani-malswounded.Themainthingistohelpmakepeopleawarethattheyneedtohavetheirfirearmssightedinproperlybeforetheygohuntingjusttoensureaccurateshotssoiftheydogoharvest-inghopefullytheywontwoundananimalbyhit-tingitinthewrongplaceorwhatnotandjusttohelpthemtobemoreefficientwiththeirharvestingre-newableresourceofficerTonyVermilliontoldTheJournal.Vermillionsaidtheeventstartedupthreeyearsagoispartofthedepartmentsthree-pillaredcompliancemodelwhichfocusesoneducationpreventionandenforcement.Thisfallsmoreundertheeducationpartandawarenessofhavingaccuraterearmsjustsotheresnowastagehesaid.Ifyouranimaldoesgetwoundedandrunawayitbecomesabiggertaskafterthattoretrievetheanimal.Vermillionsaidpartici-pantnumberswereupfromlastyearwhenaround20peopleattended.Itsbeenimprovingeveryyearhesaid.Apartfrombeingeduca-tionalVermillionsaidthecome-and-goeventalsoprovidesanopportunityforhunterstonetworkoverafreebarbecueandaskquestions.ItsjustforpeopletocomeandbringtheirrearmsoutandmeetwithotherhuntersmeettheofcersandpeoplewhoworkinENR.Itsagoodtimetomakesomecontactsandaskanyquestionsthattheymighthavehesaid.Wealsohavehuntershelp-ingotherhunterstosightintheirries.Itsnotjustusdoingiteveryoneskindofhelpingeachotherout.Itsagoodget-together.TheofcersplantodoasimilareventinHayRiverinlateSeptemberorearlyOctober.Departmentspokes-personJudyMclintoncouldntsaywhatotherifanyriflesightingeventsweretakingplaceacrosstheNWTthisfallbutrec-ommendedhunterscontacttheirlocalENRofficeformoreinformation.HuntersaimforaccuracyatriflesightingeventActionCanadafellowstalkmininginYellowknifeByRENEFRANCOEURAgroupofyoungCanadianleadersrecentlygleanedpublicpolicyideasfortheprestigiousActionCanadafellowshippro-gramafterstagingaroundtablewithNorthernminingexpertsinYellowknife.Thesix-memberteamwhichincludesFortSmithsSarahDaitchtheonlyNorth-ernfellowalongwith10otherpromisingindividualsfromacrossthenationwillpartic-ipateinanumberofconfer-encesoverthe11monthsoftheprogramandisrequiredtocomposeandsubmitpolicyreportsandrecommendationsbasedonanannualtheme.Thisyearsthemeisap-plyinglessonsfromCanadianhistorytothedevelopmentofpublicpolicyforNorthernCanadaandthegroupsroundtablewentaboveandbeyondrequirementsfortheprogram.ItwastheonlygroupfromthefellowshiptoorganizearoundtableintheNorth.OurprojectwillhaveamuchstrongerNorthernper-spectiveandaNorthernvoiceinitcomparedtoifwehadnttakenthetimetoengageallofthesekeyleadersandex-pertsintheNorthintheareaofminingDaitchtoldTheJournal.Daitchsteamisspecicallylookingintowhatcircum-stancesareprovingineffectivewhenitcomestothecompli-anceprocessforminingregu-lationintheNorthandhowitmightbeimproved.Theymetwith16miningstakeholdersonAug.27in-cludinganumberofMLAsrepresentativesfromtheNWTandNunavutChamberofMinesandvariousothergov-ernmentofcialssaidAndrDiasanotherActionCanadafellowontheteam.Ourgoalistoreallylookatthissectorandseeifwecanimprovethesituationthroughregulationforallpartnersatthetable.Sotohavethemalltheregettheirideasseewheretheyalignandwheretheydontandwheresomeofthegapsmaybewasabso-lutelyinvaluableforusDiassaid.Wethinkthiswillre-allyhelpuswritesomethingthatwillbemuchmoreim-pactfulthanwhatotherwisewouldhavebeenpossible.Issuestheroundtabletouchedonincludedthede-velopmentofaHeritageFundintheNWTtheremediationprocessduringmineclosureandidentifyingopportunitiesforinvestmentinNorthernmining.Therewereacoupleofthingswelearnedonebeingthatthegovernmentiswork-ingonaframeworkforaHeritageFundtoproviderevenueroyaltiestofuturegenerationsDaitchsaid.Theywillbeproceedingwithpublicconsultationsandfur-therresearchonthatlaterinthefall.Ifoundthatinterest-ingasthereisaveryrobustfundofthatnatureinNorwaywhichprovidesanexampleandonealsoinAlbertathathasntworkedbecauseofleg-islationandvariousotherrea-sonssuchasmoneygoingtoinfrastructureandwhatnot.AccordingtoDaitchtheteampickedoutninekeypreliminaryndingsfromtheroundtableandplanstohoneinononeofthoseforitsnalreport.Thegroupisnowcruis-ingthroughtheNorthwestPassageonanicebreakerforthefellowshipsSeptemberconference.Thefellowswilldelivertheirgrouppolicypapersandanaccompanyingcom-municationsstrategyinOt-tawainFebruary.Themainthingistohelpmakepeopleawarethattheyneedtohavetheirrearmssightedinproperlybeforetheygohuntingjusttoensureaccurateshotssoiftheydogoharvestinghopefullytheywontwoundananimal...andjusttohelpthemtobemoreefcientwiththeirharvesting.TonyVermillionEnvironmentNaturalResourcesIndustryMiningPhotoPaulBannisterKeithSchaeferfrontsightsinhisRemmingtonwiththehelpofEnvironmentandNaturalResourcesofcerslastTuesdayinFortSmithattheannualSightinYourRieevent.LocalAuthoritiesElectionActNoticeofNominationDaySection26NorthlandSchoolDivisionN
