PoliticsAboriginal9TuesdaySeptember172013BalanceLife.ExperienceLiving.www.gnwtjobs.caTheGovernmentoftheNorthwestTerritorieswasrecentlyrecognizedasoneoftheTop100EmployersaswellasoneoftheTop50DiversityEmployersinCanada.VisitthewebsitebelowtolearnallaboutthebenetsofacareerwiththeGNWT.JoinourtalentcommunityasamemberyoureceiveautomatedemailsaboutjobswiththeGNWT.Toviewthejobscurrentlyavailablepleasevisitwww.gnwtjobs.ca.Tlichopondersactiononland-waterboardeliminationByMEAGANWOHLBERGTheTlichoGovernmentiscomingupwithacourseofactiontoaddressitsconcernswiththefederaldecisiontoeliminateallregionallandandwaterboardsintheNWTbyApr.12014buttosaytheyareconsideringalegalchal-lengeispremature.JohnB.ZoesenioradvisortotheTlichoGovernmentsaidtheywererecentlygivenadraftoftheproposedchangestotheMackenzieValleyResourceManagementActMVRMAwhichwouldseetheregionalWekeezhiilandandwaterboardeliminatedandtheMack-enzieValleyLandandWaterBoardoverseealllicensingandpermittingwithintheterritoryasonesuperboardandareintheprocessofreviewingwhatitmeans.TheTlichoGovernmenthasntcontemplatedalawsuitorlegalchallengetothatbe-causetheyhaventtalkedaboutityetCanadawillmostlikelybeconsultingwiththeaffectedgroupsAboriginalgroupswhoareaffectedintheNorthbythesechanges.Therewillprobablybeasneakpeakonittoseewhereandhowfarithasgone.Butinthemeantimetheresnotalkaboutalegalchallengeatthispoint.Thatsalwaysalastresortthathasntbeenvisitedyet.Thepicturesstillforminghesaid.StillhesaidtheTlichoGov-ernmentdoesnotagreewithCanadasvocalizedintenttostreamlineregulationintheNWT-aprojectspokentore-peatedlyoverthelastseveralyearsevenmoresosincewordofthesuperboardrstgotoutinearly2012.Theyvealwaysbeensayingthattheywouldbecausethatspartofthestreamliningmak-ingiteasieraccessandalesscumbersomesystemthanisinplace.ButthatsamentalitythatwedifferonZoesaid.Althoughamendmentstotheactarecontemplatedinallthreesettledlandclaimagree-mentsintheterritoryZoesaidthoseexactchangesshouldstillbenegotiatedbyeachpartytotheagreement-theAboriginalgovernmentCanadaandtheGNWT-beforebeingmade.Asofnowhedoesnotseethathappening.Weresayingweshouldhaveadeeperinvolvementandhaveasayandhaveourvoicesheardonwhatthosechangesarebecausethatsathree-partyagreementthatwasmadein2005hesaid.ZoesaidtheTlichoGov-ernmentwantstoensurethatwhatevernewsystemisputinplaceaddressestheneedsofthecommunitiesinthewaythelocalpanelhasdoneforthelasteightyears.Wehaventseenitbeingcumbersomebutweveseenitassomethingthatengagedthecommunitiesinthepro-cesshesaid.Whatwedontknowiswhatkindofengage-menttothecommunitiesandthoseclosetothelandscapeitwillbebecauseyoucanonlytellifitsinpractice.ThefederaldepartmentofAboriginalAffairsandNorth-ernDevelopmentdidnotre-spondtorequestsforcommentasofpresstime.PoliticsFirstNationsNWTMtisNationdemandsCanadanishAiPPresidentsaysAkaitcholawsuitcostingMtismillionsByMEAGANWOHLBERGTiredofbeingstalledbylegalinterferencefromsurroundingFirstNationstheNWTMtisNationNWTMNisdemand-ingtheCanadiangovernmentnishitsconsultationswiththeAkaitchoTerritorygovernmentandsignoffonthenearly-com-pletedMtislandandresourceagreementinprincipleAiP.ThefederalgovernmentbeganconsultationswiththeAkaitchoinFebruary2012aftertheFirstNationslaunchedalawsuitinterferingwiththeMtisclaimwhicharguedthattheCrownhadanobligationtodealwithTreatypeoplerst.NowtheAkaitchoarereport-edlyaskingforanotherthreemonthsoftalkswithCanada.Severalattemptstoreachtheirnegotiatingteamforcommentwereunsuccessful.NWTMNpresidentGarryBaileysaidthedelayiscost-ingthemvaluabletimeandmoneytothetuneof2mil-lionoverthelastyearandahalf.Hewantstoseetheagreementinprinciplesignedbythefederalgovernment.CanadaitseemsliketheydontwanttomoveforwarduntiltheycompletelysatisfytheAkaitchoorwhateverthecasemaybebuttheyvealreadyrec-ognizedthatwehaveAborigi-nalrightswhentheystartedtonegotiatewithushetoldTheJournal.SowhyaretheysochickentomoveforwardandacknowledgeourrightsBaileysaidtheagreementinprinciplehasbeenreadytobesignedsinceDecember2011-beforetheAkaitchotooktheMtistocourt.MembersoftheMtisNationvotedtoapprovetheAiPinDecember2012.Itsalongtimewevebeenreadytomoveforward.IthinkifAkaitchoisnotsatisedthenextthingthattheyneedtodoisjustgothroughtheprocessandhaveacasemanagementconferenceandactuallygetintowhattheproblemsarebecausewedontknow.Nobodystell-inguswhattheproblemsareBaileysaid.Wecantstopourpro-cesswecantlaypeopleoffandaskthemtocomebackayearortwolater...Ittookusalongtimetogetwhereweare.Weveestablishedafullstaffthatarecommittedandhavebeencommittedsince96.Wecantexpectthesepeopletojustsitaroundandwaitaswell.Itsfrustrating.BaileysaidtheAkaitcholeadershiphasnotrespondedtoanycorrespondencefromtheMtisoverthepastsev-eralyearsaskingforameet-ingtoworkouttheirissues.Imsurroundedbyfam-ilythatareTreatysaidBai-leyofFortResolution.MymothersaTreatyIndianmyunclesmyauntiesmycous-insareallTreatyandImaMtis.Butwereallfromthesamelandutilizedthesamelandsatatthesametablesatethesamedinnerallmylife...Yettheleader-shipareghtingus.Theyshouldbemorefocusedontheirlandclaimandmovingthatforward.TheNWTMtisNationvotestoapproveitslandandresour
