12TuesdayFebruary42013ByMARIACHURCHTheNorthwestTerritorieshasreceivedafailinggradefromtheCanadianFedera-tionforIndependentBusinessCFIBforitssmallbusiness-entanglingredtapetheonlyju-risdictiontogetanFontheor-ganizationsyearlyreportcard.AccordingtotheCFIBtheNWTdroppedtoanFfromlastyearsD-becauseofnovisiblemovementbytheter-ritorialgovernmenttoaddresstheegregiousamountofredtapefacingsmallbusiness.AmberRuddyCFIBspolicyanalystfortheNWTsaidtheterritoryislaggingbehindotherjurisdictionstoreducepaperworkandbureau-craticlimitations.Thisisthefourthyeartheorganizationhaspublishedaredtapereportcardwhichmeasurespoliticalleadershipconstraintsonregulatorsleg-islationandmomentum.MichaelMiltenbergerNWTsministerofFinancecurrentlysitsonacabinetcom-mitteetoaddressredtapebutRuddysaidtheCFIBhasnotseenanyevidenceofmove-mentfromthecommittee.Unfortunatelywedontgiveoutmarksbasedonprom-isesorcommitmentswegiveoutthemarksbasedonactionandoutcomesshesaid.MinisterdefendsGNWT-mademeasuresAccordingtoMiltenbergertheCFIBistotallyignoringprogressmadebytheGNWTtoreduceredtapeacrossallbusinesssectorsincludingthegreatestredtapereducingmeasureofalldevolution.Weregoingtosheeroff5000kmofredtapebetweenusandOttawaMiltenbergertoldTheJournaladdingthatsmallbusinesseswillbejustoneofthegroupsbenetingfromstreamlinedregulations.Otherrecentredtape-reducingmeasuresfromtheGNWTin-cludemovingregulationser-vicesonlineaddingfranco-phoneservicesandintroducingcommunitynavigatorsforsmallbusinessheadded.Miltenbergersaidtheissueissimplyapplestoor-angessinceCFIBanalystshaverepeatedlyrebukedtheterritorialgovernmentfornottakingtheirsuggestionsonlegislationwhiledismiss-ingterritory-madesolutions.Theyhavetheirownagendahesaid.FederalgovernmentlegislatesagainstredtapeLastweekduringtheCFIBsproclaimedRedTapeAwarenessWeekthefederalgovernmentintroducedlegis-lationproposingaone-for-onerulethatwouldseedepart-mentsscrapanoldrequire-mentforeachnewonegiventobusinesses.AstudyrecentlydonebyCFIBcalculatedCanadiansmallbusinessesspend9billionayearonredtaperegulation.WereonlytalkingaboutthatexcessivepaperworksillyrulesandpoorcustomerserviceRuddysaid.Redtapeisoftenahiddentaxonbusinessesandthosecaughtwithouttheproperpaperworkmoreoftenthannotwerenotawaretheyhadtollitoutshesaid.Whenwesurveyourmem-bershiprightnexttolabourshortagesandtaxesredtapeisatopissueRuddysaid.TheYukonwasalsoamongthereportcardsbottomdwell-erswithaD-whileBCreceivedanAforthesecondyearinarow.AccordingtothereportBCsgovernmenthaslegislatedpubliclymeasuringandreport-ingonregulatoryrequirementsforsmallbusinesses.CFIBtomeetwithGNWTCFIBmeetswiththeGNWTonceayeartodis-cussitsclientsintheterritory.ThisyeardespitethefailinggradeRuddysaidsheisntlookingtodiscouragethegov-ernmentbutrathertodrawattentiontotheimportanceofaddressingredtapeandsug-gestsomeeasyxes.Therearesomethingstheycandoimmediatelytogetbusi-nessownersontheirsideshesaidlikeaddingexpirationsonregulationsorcreatingtheirownone-for-onelegislation.Wedbemorethanwill-ingtoshareexamplesfromacrossthecountryofwhatjurisdictionsaredoingtoaddressthisRuddysaid.CFIBrepresentsaround250independently-ownedbusinessesintheNWTfromalleconomicsectorsarela-tivelysmallnumbercomparedtootherprovinces.NWTgetsFonredtapereportcardReportcardignoringNWTmeasuresministerIndustrySmallBusinessJuristiction2013Grade2014GradeBritishColumbiaAAFederalGovernmentBBQuebecBBSaskatchewanCBOntarioBBNewBrunswickB-BNewfoundlandLabradorBCNovaScotiaDC-PrinceEdwardIslandD-DAlbertaDDYukonD-DManitobaD-D-NorthwestTerritoriesD-F
