CouncilbacksBeaufortDeltaAWGbidResolutionsalsopassedoncostoflivingtransportationclimatechangePoliticsRegional13TuesdayApril152014ByNATHALIEHEIBERG-HARRISONMembersoftheBeau-fort-DeltaRegionalCoun-cilBDRCvotedlastweektosupportInuviksbidtohostthe2018ArcticWin-terGames.Thecouncilmadeupoftheregionsmayorsandrepresen-tativesfromeachInuvialuitcommunitywasunanimousinitssupport.ThiswouldgiveustheopportunitytoputArcticbackintheArcticWinterGamessaidInuvikMayorFloydRoland.Itsgoingtobehuge.ThejointbidisbeingputforthbyInuvikTuk-toyaktukAklavikandFortMcPherson.Thecouncilciteditssup-portforyouthhealthandwellnessasamainreasonforitsbacking.TheBDRCmetfromApr.8to10inInuvikatIngamoHall.Onthelastdayofmeetingsmembersapproved13otherresolu-tionsincludingmotionstoexpandtheInuvikairportrunwayandextendferryserviceinTsiigehtchicbymovingtheMervHardieFerryfromitsformerpostnearFortProvidencetotheregion.TheyalsorequestedtheGNWTundertakeanexten-sivereviewofthecostoflivingfactorsthatresultedinachangetoNorthernAllowanceratescitingin-equalitiesinthemostre-centrates.InadditioncouncilcalledforanimmediateinspectionofMooseKerrSchoolinAklavikforairqualityandsafetyandadditionalfundingforaneducationassistantatInu-althuyakSchoolinSachsHarbour.ThecouncilalsorequestedtheGNWTcreateafundandimmediateactionplantoaddressshorelineerosionandotherclimatechangeimpacts.Climatechangeandglobalwarmingisarealityandcoastalcommunitiesarefacingseriouschangestotheirshorelineandsub-sidenceofcommunitiesfrompermafrostmeltingthecouncilstatedintheirmotion.OneofthereasonstheBDRCmeetsandpassesresolutionsannuallyistohighlighttheuniqueneedsoftheregionanditscommunities.Itseasiertodoterrito-rialprogramsthanlookatspecificinitiativesforanyoneregionsaidBobSimp-sondirectorofintergov-ernmentalrelationsfortheInuvialuitRegionalCorp.HeaddedtheBDRChasbecomeareportingandcon-sultingmechanismfortheBeaufortDeltacommunities.Wevebeentryingtopushthathesaid.Overthepast20yearsthecouncilhasapprovedmorethan300resolutionsheadded.TheBDRCmeetingsalsoincludedpresentationsbythepremierandhiscabinetanddiscussionsbetweentheGNWTandIRCregard-inganintergovernmentalagreementonprogramsandservices.SimpsonsaidithasyettobeformalizedbutthatmoreMembersoftheBeaufort-DeltaRegionalCouncildraftandapproveresolutionsonthelastdayofmeetingsApril10.Thecouncilapproved14resolutionsincludingmotionstosupporttheregionsbidforthe2018ArcticWinterGamesexpandtheInuvikairportrunwayandextendferryserviceinTsiigehtchic.discussionswouldbeheldoverthenextsixmonths.Itbasicallyisaframe-workagreementtoworktogetherinimprovingpro-gramsandserviceshesaid.PremierBobMcLeodmadeapresentationtothecouncilonApr.8withafocusonAboriginalaffairsandin-tergovernmentalrelationsthestatusofwomenandnewenergyinitiatives.MinistersMichaelMilten-bergerRobertC.McLeodDavidRamsayTomBeau-lieuJacksonLaffertyandGlenAbernethyalsospoketothecouncil.DuringtheirtimeinIn-uvikcabinetalsometthenewstaffofthedepartmentofLandsandthepetroleumresourcesdivisionofIndus-tryTourismandInvest-mentcreatedthroughde-volution.TheyalsotouredtheconstructionsiteforthenewInuvik-TuktoyaktukHighway.InadditiontheBeaufortDeltaEducationCouncilBeaufortDeltaHealthandSocialServicesAuthorityandAuroraCollegemadepresentationsonApr.9.ByMEAGANWOHLBERGTerritorialgovernmentmin-istersmetwiththeGwichinTribalCouncilGTCboardofdirectorsinInuviklastweektheirfourthmeetingsincethetwopartiessignedanintergovernmentalagree-mentinOctober2012.MinistersmeetwithGwichininInuvikMovingforwardfromthememorandumofun-derstandingsignedattheirlastmeetinginDecember2013theGNWTandGTCsignedthetermsofreferencefortheCapacityBuildingFrameworkatthemeetingonApr.8.Theagreementcommitsthetwopartiestoworkingtogetherondesigningandimplementingaframeworktoenhancesocio-economiccapacityfortheGwichinin-cludingincreasedopportuni-tiesforinternshipstransferassignmentssecondmentsandotherdevelopmentaltoolstobuildcapacityandenhanceunderstandingbetweenthetwogovernments.Themeetingalsoin-cludeddiscussionsonsharedareasofinterestincludingferryservicesattheTsiigehtchiccrossingcontractingopportunitiesintheGwichinSettlementAreaanddevelopmentofGwichinparks.TheintergovernmentalagreementbetweentheGNWTandGTCcommitsthetwogroupstomeetingtwiceperyear.PoliticsRegionalPhotoNathalieHeiberg-Harrison
