Safetyboardissuesstop-workordertoFortResredeptTrainingequipmentemergencyplanningnotuptostandardsWSCC6TuesdayDecember92014POLITICSMUNICIPAL14121VC0FromallofusatCenovuswehopeyouhaveawonderfulsafeandjoyousholidayseason.Newideas.Newapproaches.cenovus.comTwinklinglightsandfreshlyfallensnow.Tistheseasonwheneverythingglows.ByDALICARMICHAELOperationsattheFortResolutionvolun-teerredepartmenthavebeenputonholdfollowingastop-workorderissuedbytheWorkersSafetyandCompensationCom-missionWSCCearlylastweek.Themeasurewastakenasaresultofthetownsapparentfailuretomakeanefforttoxdecienciesuncoveredduringaregu-larinspectionoftheredepartmentwhichfoundthattrainingprotocolsforre-groundoperationsandmaintenanceofself-containedbreathingapparatusesarenotuptosafetystandards.TheoriginalinspectionoccurredinJulyof2013saidSteveMossvicepresidentofpreventionserviceswiththeWSCC.ThesafetyofcerfromtheWSCCworkedwiththemandmadeeffortstoencouragethemalongincorrectingthatanditbecameappar-entthattherewasntareasonableamountofactivitytowardsthatcorrection.Inanalreadydangerouslineofworkitsimportanttohavethosesafetysystemsinplace-withoutthemthereisanincreasedriskofinjuryforthevolunteersaccordingtoMoss.Astop-workorderisameasureoftryingtoensurethesafetyoftheworkerswheretheresareasonableexpectationthattheycouldbeharmed.ItsanecessaryprecautionanditssortofawakeupcallforwhoevertheemployerisMosssaid.IttookusalongtimetogettothepointwherewesaidO.K.weabsolutelyhavetostepin.Itsnotsomethingthatwouldhap-penveryroutinelythatsforsurehesaid.NWTremarshalChuckerDewarsaidtheFortResolutiondepartmenthasescalateditseffortstoimproveoperationsfollowingthestop-workorder.MACAMunicipalandCommunityAffairsandtheofceoftheremarshalsupportandguidecommunityredepartmentsinrelationtotheiremergencyplanningandemergencyre-sponseeffortsDewarsaid.WeareworkingwiththecommunityofFortResolutioninrela-tiontotheWSCCactionsandwewillcontinuetoworkwiththemandtheWSCCveryclosely.AccordingtoDewartheissuesinFortResolutiondidnotarisebecauseofalackofaccessibilitytotrainingopportunities.TheresawholehostofreghtertrainingavailabletocommunitiesthattheycanapplyforthroughcommunitygovernmentDewarsaid.Wesupporttheminidentifyingwhattheyneedforequipmentwhattheyneedfortrainingwheretheycanobtainthetrainingwhatdotheyneedforminimumstafngwhatkindofsafetypre-cautionscantheytaketoprotecttheirstaffandresidentssotheresawholebunchofstuffthatsavailabletocommunitiesandwesupportthemintheireffortstobuildcapacityonalocallevel.Astheyareonlyattheinitialstagesofrectify-ingtheproblemsinFortResolutionitisunclearhowlongitwillbebeforetheWSCCcanliftthestop-workorderDewarsaid.WeareadvisingtheresidentsofFortResolu-tiontobeawarebevigilantandalertinthepre-ventionofreswithinthecommunityDewarsaid.Wereworkingwiththecommunityof-cialsandtheWSCCtoputinsomerepreven-tionmeasuresuntilthissituationisrectied.Inthemeantimeitisuncertainwhowillpro-videresafetyservicestothehamlet.Underthelocalbylawitwouldbeuptothemunicipalitytondawaytoprovidethoseservices.TheJournalreachedouttoboththemu-nicipalityandlocalchiefanddeputyrechiefLouisBalsilliehowevercallswentunreturnedandnocommentwasprovidedonthematter.ByDALICARMICHAELAFortSmithresidenthasbeenreportedasmissingandRCMParecallingonthepublictoassistinthecase.InanRCMPpressreleasesentoutDec.4HayRiverpoliceannouncedtheirsearchformissingpersonBrianMelvinBoucher52whowaslastseeninHayRiveronOct.27.Hewasattendingacourseatthecollegeintownatthetimeofhisdisappearance.AccordingtoRCMPspokespersonElenoreSturkoBoucherwasonlyrecentlyreportedmissingbyafamilymember.ThereasonthathehasbeenmissingforsometimebeforethereporttopoliceisthatitisnotunusualforBriantogoforFortSmithmanreportedmissingfromHayRiverforoveramonthperiodsoftimewithoutcontactinghisfamilySturkosaid.Itwasonlyafteranextendedperiodwithoutcontactthatthepolicewerecalled.BoucherisdescribedasbeingsixfeettallofMtisdescentaround150poundswithshortblackhairbrowneyesandalightcomplexion.PolicesayBouchermaybedrivingablack1998FordF150withaNorthwestTerritorieslicenceplatenumber331317.TheyareaskinganyonewithinformationrelevanttotheinvestigationtocontacttheHayRiverRCMPat867-874-1111oranony-mouslythroughtheCrimeStoppersprogramat1-800-222-TIPS8477.JUSTICEMISSINGPERSONPhotocourtesyofRCMPPhotocourtesyofGNWTThecommunityofFortResolutioniswithoutaredepartmentaftertheWorkersSafetyandCompensationCommissionhandedthemunicipalityastop-workorder.RCMPareonthelookoutforBrianMelvinBoucher52whohasbeenmissingsincelateOctober.
