2TuesdayJanuary272015ARTSCULTUREBROADCASTINGNEWSBRIEFSFortGoodHopeRCMPseizeshipmentsofillegalliquorRCMPinFortGoodHopehavebeenbusyenforcingthecommunitysalcoholrestrictionlawsthismonth.OnJan.20policemadeasignicantseizureofliquorfromahomeafterobtainingandexecutingasearchwarrant.Theyuncov-ered55bottlesofspiritsaswellasaquantityofmoneybothofwhichwereseized.PrevioustothatRCMPonthewinterroadmadeaseizureof23bottlesofliquorandmarijuanaonJan.17.Threemenandonewomenarefacingcharges.YellowknifeRCMPofcersentencedforattemptedfraudAYellowknifeRCMPofcerhasbeenhandedacon-ditionalsentenceafterbeingchargedwithattemptedfraud.ForthenextthreemonthsCst.NathanWhitewillbeforcedtoremaininhishomefrom6p.m.to6a.m.hispunishmentafterfalselyclaiming3200inovertime.Aninvestigationinitiatedbyasinglecom-plaintrevealedthat11outof14claimsmadebyWhitewerenotvalid.Heisstillonpaidleaveandfacesanin-ternalRCMPdisciplinaryreview.AklavikhousereleavesfamilyhomelessbutuninjuredAfamilyfromAklavikissafeandsoundfollowingareintheirhomeintheearlymorninghoursofJan.20.Shortlyafter100a.m.thehomeownerwasawakenedbythesoundofhissmokedetector.Afterlocatingthereheattemptedtoextinguishtheamesbeforeevacuatinghisfamilyandcallingforhelp.Fireghtersandseveralcommunitymem-bersrespondedtothesceneandwereabletocontaintherequicklyminimizingdamagetothehouse.Thereisnotconsideredsuspicious.NorthwestTerritoriesPowerCorporationScholarshipProgramTheNorthwestTerritoriesPowerCorporationisdedicatedtodevelopingaskilledcommittedandprofessionalnorthernworkforceandencouragesresidentstofurthertheireducationinordertodevelopasustainableworkforceintheNWT.NTPC.comscholarshipsThePowerCorporationoffersonepostsecondaryscholarshipineverycommunitythatweserveforastudentstudyinginaneldthatweemploy.ApplicationdeadlineisFebruary212015.ForeligibilitycriteriaandmoreinformationpleasevisitStationblamesonerousreportingpoorcommunicationfordelaysContinuedfrompage1.Mostofthefundingre-ceivedin2014wasallocatedforpreviousfiscalyears.Over35000receivedwasforthe2012-13scalyearandaround230000wasforthe2013-14scalyear.Itwasnotuntilaftershuttingdownthatthestationreceivedfundsforthe2014-15scalyearwhicharesupposedtocomeinseveninstallments.Threehavebeendelivered.AccordingtoCanadianHeritagethelastofthepay-mentswasanadvancefortheperiodofOct.1toDec.31meanttocoverthedeliv-erablesinthecontributionagreement.SpokespersonLenWesterbergsaiditispossibleforthedepartmenttorecoverthosefundsifitisdeterminedthattheworkwasnotdone.Untilthedeliverablesaremetitsunlikelythestationwillreceiveanymorefund-ingWesterbergadded.Thefourthpaymentwillonlybedisbursedoncethedepartmentreceivesconr-mationthattheobjectivesoutlinedinthecontributionagreementforthatperiodhavebeenmethesaid.CorefundingnotenoughradiodirectorNakehkosaidthestationgetsaround650000fromtheCanadiangovernmentayear-notevenhalfofthe2-millionbudgethesaidCKLBreallyrequirestoop-erateintheNorth.Hesaidcorefundinglevelsatthesta-tionhavecontinuedtodropeveryyearandthatpaymentsfromCanadianHeritageareinconsistentandoftenlate.CKLBsfundingiscontin-gentonreporting.AccordingtoCanadianHeritagefundinghasbeenwithheldtoNCSonanumberofoccasionsduetoincompleteorlatereportsaswasthedepartmentsstatedreasonforwithheldmoniespriortothestationsshut-downlastsummer.Twoyearsagothesta-tionwentoff-airforfivedaysoverChristmasduetoanine-monthdelayinfederalfundingwhichCanadianHeritageblamedonmissingpaperwork.NakehkosaidCKLBhasbeensuccessfullymakingthesamereportsfor30yearsbutsaidonerousrequire-mentsandpoorcommuni-cationwithstaffinOttawakeepdelayingmatters.Yousendthereportsbutthecommunicationwiththemisnottheresoitshardtoknowiftheygotitoriftheyneedanythingelse.Youdontevenknowiftheyvereaditorifitsbeenprocessedhesaid.Sometimesitstrivialstuffwheretheyllsaywedidntformatitproperlyoriftheydidntgetsomethingtheyllsaywehavetosendthewholethinginalloveragain.Itsfrustratingandhardtoanticipatewhattheyneedandwant.AndwhilethecostofdoingbusinessintheNorthkeepsrisingNakehkosaidCana-dianHeritagesAboriginalbroadcastingfundingpolicyhasremainedthesamesincethe1980sdespiteinationandobvioustechnologicalchanges.Wereoperatingona1980sbudgetthatdoesnttakeintoaccounttheinternetorcellphonesandthebroadcastindustryhesaid.Wereop-eratingonequipmentfrom1990.Werelikeacenturybehind.AswellcertainlineitemslikemaintenancecostshavebeencutfromthebudgetNakehkosaid.Thestationhasbeenforcedtosignthecontributionagreementsandthensubsequentlysuf-ferwithoutthatnecessaryfundinghesaid.AccordingtoNakehkoNCSCEOLesCarpenterhasbeeninfrequentconversa-tionwithCanadianHeritageoverthelastfewmonthsbutwithoutfundamentalchangestotheirrelation-shipwiththedepartmentNakehkosaidthefutureofCKLBlooksbleak.Wewerehopingforsomeblockfundingmaybeatwoorthree-yearfundingdealinsteadofgoingyeartoyearNakehkosaidbecausethatsleftusinthiskindofnega-tiveloopwherewecantgetout.Werestuckinthereanddependentonthisfundingthatsreallyinconsistent.FederalfundingreceivedbytheNativeCommunicationsSocietyin2014For2014-15scalyearAug.222014-101050Sept.122014-241907Nov.202014-121450For2013-14scalyearMay272014-195504July162014-3
