2TuesdayApril142015ENVIRONMENTPROTECTEDAREASNEWSBRIEFSYellowknifemanfacesmultiplechargesofsexualassaultAYellowkniferesidentisfacingseveralchargesofsexualas-saultaftergropingmultiplewomeninpublic.FrankJamesMannilaq41wasrstarrestedandchargedaftersexuallyassaultingawomanatagasstationinthecityonMar.27.OnApr.8RCMPannouncedtheyhadalsochargedMan-nilaqinrelationtoanincidentthattookplaceinDecem-ber2014whenawomanreportedshewasgropedbyanintoxicatedmaleassheexitedaYellowknifegrocerystore.GNWTdonatesfurtoNWTschoolstoencouragetraditionalartsThedepartmentofIndustryTourismandInvestmentITIisgivingbacktoNWTstudentsbydonatingfurtrimmingstoschoolstoencouragehands-onculturally-basedlearningforthesecondtime.Forty-twoelementaryandpreschoolswillreceiveboxesoffurtrimmingsdonatedthroughITIspartnershipwiththeCanadianFurHarvestersAssociation.BygivingyouththefurpiecesdiscardedinthecommercialpreparationprocessITIsaysitisencouragingthepreserva-tionofculturewhileintroducingyouthtocareersinthearts.WomanchargedinhomicideatHayRiverhighriseOnewomanisdeadandanotherisinpolicecustodyfollowingahomicidethattookplaceattheMackenziePlaceHayRiverHighRiseonApr.8.LocalresidentLoriRobertaHansen41hasbeenchargedwithseconddegreemurder.Commu-nitypostsindicatethedeceasedisRobertaLynnSabourin42amotherofveandalife-longresidentofHayRiver.AmemorialfundhasbeenestablishedforSabourinsfamily.Todonatevisithttpwww.gofundme.comrg7bhgProposedareaforThaideneNenecouldshrinknegotiatorLutselKeGNWTexpecttosettleplanforprotectedareathissummerByMEAGANWOHLBERGMineralinterestaroundtheEastArmofGreatSlaveLakecouldseethecurrentlandwithdrawalforthecreationofanationalparkreducedfollowingnegotiationswiththeterritorialgovernmentaccordingtothenegotiatorfortheLutselKeDeneFirstNationLKDFN.NegotiatorStevenNitahtoldTheJournallastweekthatrampeduptalksbetweentheFirstNationandtheNWTgovernmentoverthelastsixmonthscouldseeanallandmanagementplanforThaid-eneNenecompletedbytheendofthesummerbutthattheagreed-uponareacouldbesmallerthantheapproxi-mately33000square-kmsetasidefortheprotectedarea.ItwontbetheentireareabutitwillbesignicantlyclosetoitNitahsaid.Itmayshrinkalittle.ThemineralinterestontheoutskirtsissomethingthatLKDFNhasalreadyagreedtobeoutsideoftheprotectedarea.Worktoestablishana-tionalparkwhosenameisDenesulineforLandoftheAncestorshasbeenongo-ingfordecadesbetweentheFirstNationandfederalgov-ernmentbuttheterritorialgovernmentbecameinvolvedafterthetransferofpowersthroughdevolutionlastApril.NowtheGNWTisspear-headingattemptstolimitCanadasreachintheEastArmpromisingtheuseofNortherntoolsforlandmanagementthatwillseethecreationofasmallernationalparkinfavourofavarietyofNWTdesignationstoprotecttheremainingarea.Theideaistohaveacom-binationofterritorialandfed-eraldesignationsandrelatedgovernancearrangementsasawaytomaximizebenetsandkeepasmuchoftheareaaspossibleunderthecon-trolofNWTresidentssaidMinisterofEnvironmentandNaturalResourcesMichaelMiltenberger.Whenitcomestohowthatmade-in-the-NorthvisionwillmanifestinrealityNitahsaiditstooearlytotell.Thosetoolsarestillbeingcreatedsowedontknowwhatthenalproductwilllooklikeyet.Werestillesh-ingthatoutNitahsaid.Itwillbeaprotectedareasim-ilartoanationalparkdesig-nationintermsofprotectionofnotallowingindustrialde-velopmentwithinthatbutalotmoreexibleintermsofusageandstufflikethat.MiltenbergernotedinapreviousinterviewwithTheJournalthattheGNWTislookingatusinganumberofNorthernmanagementtoolswhichcouldincludeterrito-rialparksprotectedareasstudyareasandwildernessareastonameafew.InthatinterviewMilten-bergeralsonotedtheGNWTsintenttotakeadvantageoftherichmineralpotentialofthearea.Someareashavesuchhighmineralpotentialthatwewanttomakesurewekeepaccesstothoseaswellhesaid.Amineralandenergyre-sourceassessmentdonefortheproposedparkreservein2013showedmostfea-sibledepositslayoutsideorontheboundaryofthepro-posedparkthoughsomepocketsofgoldcopperanduraniumwithinthebound-ariescouldbeprospective.Hydrocarbonpotentialwasdismissedentirely.Thendingsshowedmostoftheareasviableresourcepotentialtobelocatedinthe10square-kmareaaroundGahchoKuethesiteofanewlyapproveddiamondminelocatedjustoutsideoforontheproposedparkboundary.NitahsaidLKDFNisnotadversetominingdevel-opmentinitstraditionalterritory.Wehavefourimpactben-etagreementswiththeoper-atingdiamondmineswehaveexplorationguidelinesandwehaveexplorationagreements.HavingsaidthattheLutselKetraditionalterritoryisahugeterritoryandIthinkwehavetheabilitytohavethecakeandeatittoohesaid.TheheartofThaideneNeneissomethingtheLut-selKeDenewantprotectedfortodayandfuturegen-erationsandIthinkwellachievethat.NitahsaidtheFirstNationsprioritywithrespecttoThaid-eneNeneremainstheabilitytoco-managetheareainawaythatprotectsAboriginalland-userightsnotonlyfortheLutselKeDenebuttheNWTMtisNationDeninuKueFirstNationandYellow-knivesDeneFirstNation.AsfarasSection35rightsholdersthosewillalwaysbeguaranteedwithinanyna-tionalparkornationalparkreserveandthatwillcontinuewithintheterritorialdesig-nationNitahsaid.FutureparkmanagementplanswillalsoallowallNWTresidentstotraveltheEastArmbysnowmobilepowerboatoroatplaneandtoharvestre-woodberriesandsmallgameforpersonalconsumption.Ex-istingcabinsandsportshinglodgeswillcontinuetooperateintheprotectedarea.AccordingtotheGNWTtheintensivenegotiationsarerepresentativeofthestreamlinedtimelydecision-makingprocesswithAborigi-nalgovernmentstheterritorywasaimingtoestablishafterdevolution.OncetheGNWTandtheFirstNationcometoanagree-mentonanapproachmovingforwardParksCanadawillonceagainbeengagedtoen-sureconsensusamongallpar-ties.LutselKealreadyhasanagreement-in-principlewithParksCanadacommittingfederalinvestmentsininfra-structurejobstrainingandmanagementandoperationsofThaideneNene.Aprocesswillalsobeiniti-atedasdiscussionsproceedtoincludepublicinputfromallinterestedparties.Thecurrentlandwith-drawalfortheparkissettoexpireonApr.12016.MembersoftheLutselKeDeneFirstNationcampattheirannualspiritualgatheringsiteatDesnedheCheortheLockhartRivertovisittheLadyoftheFalls.PhotocourtesyofCPAWS-NWT
