Shell would be unable to cap a blowout for three weeks. They have emergency equip- ment located in Norway and South Africa. The final decision is with the Canada- Nova Scotia Offshore Pe- troleum Board where the Conservative government has appointed a long-term Shell employee. This places the coast and beyond at risk.
