3TuesdayFebruary192013CONGRATULATIONStoallstudentsandstaffduringAURORACOLLEGEWEEKTues.toFri.10a.m.-6p.m.Sat.9a.m.-6p.m.867872-3401GelNailsManicuresPedicures204McDougalRd.FortSmithTobookanappointmentcallHairServicesPiercingWaxingNWTcabinetvotesdownmotioncriticaloffedsPoliticsGNWTByMEAGANWOHLBERGForthesecondtimeinthe17thAssemblyamotionpro-posedbyMLABobBromleyaskingtheGNWTtotakeastandonfederalchangestoenvironmentallegislationwasvoteddownintheLegislature.TheWeledehMLAoncemoreproposedtheGNWTop-posefederalchangestoenvi-ronmentallawenactedbythecontroversialomnibusbudgetbillsC-38andC-45whichbecamethefocusofthena-tionwideFirstNationsprotestmovementIdleNoMorelastDecember.Bromleymadeasimilarmo-tioninNovember2011.Debateonthatmotionwasadjournedwithoutavote.BromleysmotionsecondedagainbySahtuMLANormanYakeleyaaskedtheGNWTtoinformthefederalgovernmentofitsdissatisfactionwithboththedismantlingofthefederalenvironmentalprotectionre-gimeandOttawasfailuretoconsultwiththeNWTonthosechangeswhichhesaiddirectlyaffectNortherninterests.HealsomovedthattheGNWTimmediatelygettoworkondeterminingthecostofrepairingandmaintainingtheregulatoryregimepost-devolutiontorestoreittotheresponsiblestandardexpectedbyourpublic.Becausefederalsteward-shipforourNorthernnaturalbirthrightissodominanttheseimpactsaremorestronglyfeltintheNWT.StillworsetheyaretakingplacejustaswearenegotiatingthetransferofthesemanagementresponsibilitiestoourcontrolBromleytoldtheHouse.Disturbinglymosthavetakenplacewithoutevenouradvanceknowledgemuchlessourinput.ThismotionasksourgovernmenttospeakoutontheseimpactsconsiderhowtollthevoidscreatedandtotellushowthefundswillbefoundtoensureresponsibleenvironmentalmanagementacrosstheNorthwestTerrito-rieswhilesupportingsustain-ableeconomicdevelopment.HesaidamendmentstotheCanadianEnvironmentalAs-sessmentActFisheriesActNavigableWatersProtectionActandSpeciesatRiskActwerecountertothevigorousenvironmentalmanagementregimeessentialfortheNorthaparticulardangerbecausetheGNWTstandstoinherittheregulatoryregimethroughdevolution.Themotionwasvoteddown8-6withMLAsWendyBisaroMichaelNadliRobertHawkinsandKevinMenicochejoiningBromleyandYakeleyainfavourofthemotion.Twoabstained.Bromleywhowascriti-cizedforbeingpartisaninthefallwhenhebroughtuptherstmotionthistimearguedagainstthatcounterpointstat-ingthiswasoutofconcernfortheenvironment.Thismotionispurelyandsimplyaboutensuringthatcleanairtobreathecleanwatertodrinkandhealthyfoodtoeatarefrontandcentrewhenwepursueeconomicoranyotheractivitythatcanaffecttheland.Everyoneofwhateverstripeun-derstandsthesebasicshesaid.PremierBobMcLeodwasmostvocalinhisoppositionofthemotiononbehalfofthecabinetwhichvotedratherthanabstainedonthemotion.Thismotiontakesissuewithdecisionsmadebythegovern-mentthattheyhadeveryrighttomake.ItthencallsuponthegovernmentoftheNorthwestTerritoriestotakeactioninareasoffederaljurisdiction.Wecannotdothathesaid.Wearentthefederaloppo-sition.Weareagovernmentinourownrightandweneedtoconcentrateonmanagingourownaffairs.Whilemostrepresentativesthankedthemoversforfacili-tatingaconversationabouttheissuetheydidnotsupporttak-ingactionagainstagovernmenttheterritoryisstilldependentuponforfunding.ThepoliticsaredifcultintheNorthwestTerritorieswhenwearedependentonthefederalgovernmentforourfundingforourinfrastructuremoneyourborrowinglimitandanydiscussionswehaveconcern-ingmoneyHayRiverNorthMLARobertBouchardre-sponded.SothekeepersofourcoffersaretheonesthatarecontrollingthisinitiativeandIunderstandthismotionisweighingusagainstsomeofourvaluessomeofouris-suesaboutthelandthewaterandtheusesofthat.AndsoImfeelingalittlebittorn.SimilarlyHayRiverMLAJaneGroenewegenworriedscoldingOttawathroughapro-testvotecoulddisrupttenuousdevolutionnegotiations.WecouldprotestthatherebywayofmotioninthisLeg-islature.Howevergiventhefactthatwehaveoureyeonabiggerprizewhichisdevolu-tionIdonotthinkthatisex-pedientatthistimeshesaid.Icannotsupportthemotionforthatreason.Itisawayofsendingamessagebuttomedevolutionistheprize.SheaddedthatshethoughtthependulumhadswungtoofartheotherwayinfavourofenvironmentoverbusinessintheNorthwestTerritories.PhotoMeaganWohlbergPremierBobMcLeodledcabinetinararevoteagainstMLABobBromleysmotionlastweek.DuncanresignsasfederalAboriginalAffairsministerPoliticsFederalByMEAGANWOHLBERGJohnDuncanresignedasministerofAboriginalAf-fairsandNorthernDevelop-mentCanadalastweekafteradmittingtoinappropriatelywritingalettertotheTaxCourtofCanada.DuncanwroteacharacterreferencelettertotheTaxCourtofCanadainJune2011onbehalfofanindi-vidualforwhomhiscon-stituencystaffwereprovid-ingcaseworkassistanceonaCanadaRevenueAgencymatter.Duncanissuedastate-mentonFridayafternoonapologizingforthemis-takeandannouncinghewouldbesteppingdownfromcabinet.Whiletheletterwaswrit-tenwithhonourableinten-tionsIrealizethatitwasnotappropriateformeasaMinisteroftheCrowntowritetotheTaxCourt.Ihavethereforeofferedmyresigna-tionasMinisterofAborigi-nalAffairsandNorthernDevelopmenttothePrimeMinisterwhichhehasac-ceptedhesaid.Itakefullresponsibil-ityformyactionsandtheconsequencestheyhavebrought.Ithasbeenanhon-ourtoserveinthecabinetandIthankthePrimeMin-isterforplacinghisconfi-denceinmeonthismostimportantfile.Ihaveeveryconfidencethatthegovern-mentwillreachitsgoalofimprovingthelivesofAb-originalpeoplesacrossourcountry.DuncanhasbeenreplacedtemporarilybycurrentCana-dianHeritageMinisterJamesMooreuntilanewministerisnamed.DuncanwillcontinuetoserveasMPofVancouverIslandNorthinOttawa.PrimeMinisterStephenHarperreleasedaseparatestatementthatdayconrm-ingDuncansresignation.IwouldliketothankMr.Duncanforhismanycontri-butionsasministerandforhisservicetothepeopleofCanadaHarpersaid.PhotoAANDCJohnDuncanresignedlastFridayafteradmittingtowrongfullywritingalettertotheTaxCourtofCanada.
