llowknifehascapacity.Onarareoccasionasmallcommunitymayrisetotheforewithateamoragroupofathleteswhoshine.Thatinvariablystemsfromsomeadultvolunteerwhothemselveshasgoodskillsinasporthasaknowl-edgeofcoachingandmostimportantlyhasaburningdesiretoworkwithagroupofyouthandstriveforexcellence.Peoplelikethatarerare.Whenithappensitismoreanaccidentofgoodluck.Therestofthetimewellitjustdoesnothappen.Nothingdoesbecausethereisnocapac-ityinsmallcommunities.Thereareotherpeopleouttherewhocoulddosomeofthat.Iftheyhadsupportgoodthingssometimeswonderfulthingscouldcomeofit.Thatwonthappenunfor-tunatelyforsupportisnotthere.InfactforoveradecadetheNWTdepart-mentofMunicipalandCommunityAffairsMACAresponsibleforfundingandman-agingsportandrecreationintheNWThasfailedtheyouthoftheNorth.Insteadthereisabureaucracy-drivencobbled-togethermodelthatspendsfartoomuchmoneyongrowingmorebureaucratsandverylittleeffectivelyontheyouthoftheNWT.TherearecurrentlyfourseparatesportandrecreationorganizationsintheNWTorchestratedbythegovernmenteachwithitsownbureaucracyalltryingtoachieveverysimilarthings.ThatcountdoesnotincludeMACAwhichalsorunsprograms.Allthatorganizationallthatmoneyspentinapopulationlessthan50000peopleisridiculous.Worstofalllittleofitreachesthekids.WhatisneededarepaidcoachesworkingthroughNWTsportorganizationsactivelyassistinglocalvolunteerscoordinatingandfacilitatingprogramsinthesmallcommuni-ties.Buildcapacity.Itisassimpleasthat.Insteadnotonlydotheynotgetsupportsportandrecreationvolunteersareover-whelmedwithadministrativeburdens.Vol-unteerswhowanttoandshouldbeworkingwithkidsshouldnotbeshufingreamsofpapersoabureaucracycanjustifyitself.Goodthingshappenwhenkidsarein-volvedwithacaringcoachandbecomehappilyengagedinasport.Selfesteemdisciplinefocusorganizationalskillsde-siretoachieveworkingwellwithotherst-nessandgoodhealthareallby-products.Thereismorefamiliesarestrengthenedandcommunitiesenhanced.Detrimentstooursocietyhealthcoststhatchewuponethirdofourbudgetsso-cialcoststhatincludesuchtragediesasteenincarcerationandsuicidesystemiceducationfailures-allareproventodi-minishwhenyouthareengagedinsport.WhatoftheproblemwiththeAWGswheretheycanonlybeheldinlargecit-iesIfkidsinsmallcommunitieshadac-cesstocoachingsotheytoocouldde-velopskillsbecomeathletesandhaveachancetoparticipatetheircommunitieswouldbecomeengaged.Ashiftinthinkingwouldtakeplace.Changetothesystemwouldnaturallyevolvefromthegroundup.Theyjustneedthechance.PhotoJackDanylchukIssueMay101983IssueApril281998IssueMay121993YellowknifelmmakerTerryWoolfandhisteamareacommonsightonBackBaywherehemakeshishome.ThisphotocapturesWoolfandhisteamastheyracealongtheshoreofLathamIsland.TheywereoutforarunFridaywhentheywentthroughtheicenearMosherIslandonYellow-knifeBay.EmergencycrewswerecalledbutbythetimetheyarrivedapassersbyhadpulledWoolfandhissevendogsfromtheicywater.Woolfwastreatedforminorinjuriesbuttwoofhisdogsdiedinthemishap.Woolfsaidwordsareinadequatetotrytothankthemanypeoplewhohelpedmeandmydogs.MyheartfeltappreciationgoestothetheindividualswhocalledforhelpandassistedmeaswellastheYellowknifeFireDepart-mentStantonRegionalHospitalemergencystaffQimmiqKennelsandGreatSlaveAnimalHospital.IwanttothankallthefriendsandmembersofthecommunityfortheirsupportfollowingthelossoftwoofmyteammembersDjangoabig-hearted13-yearveteranandFoxytheteamclown.
