6TuesdayJuly302013ChestFreezersAirSealingNewHomesCheckouttheEnergyEfficiencyIncentiveProgramContacttheArcticEnergyAllianceatwww.aea.nt.caorcalltollfree1-877-755-5855or867-920-3333.ByRENEFRANCOEURBeachbumsinneedoflifejacketswillbeinsafehandsatFredHenneTerrito-rialParkjustoutsideofYel-lowknifethisAugustthankstoanewpilotprogram.ThegovernmentoftheNorthwestTerritoriesisworkinginpartnershipwiththeLifesavingSoci-etythenationalbodyofexpertsonwatersafetytoofferfreelifejacketsataloanerstation.ThismarksthersttimealifejacketloanerstationwillrunintheNWT.Therearecurrently15operatedinAlbertabytheLifesavingSociety.Thestationprogramcon-sistsoftwoelementspubliceducationandfreelifejacketsavailabletoborrowandreturn.WewillcontinuetoworkwiththeexpertsattheLifesavingSocietythepublicandwitheachothertoraisepublicawarenessabouttheimportanceofwatersafety.Life-jacketssavelivesandweencourageeveryoneusingthewatertobewatersmartMinisterofIndustryTourismandInvestmentITIDavidRamsaysaidinapressrelease.Communitysupporthasbeenamazingandwewanttothankthecitizensandbusinesseswhohavecomeforwardtoexpresstheirwishtohelpwithinitiativessuchasthepilotofthelife-jacketloanerstationprogram.TheLifesavingSocietywilldonateupto30childrenssizejacketseducationalmaterialssignagerackcardandcom-mentboxestostartthepilot.TheGNWTwillalsobeworkingwithlocalbusinessownerTrevorKasteeltoconstructandinstallthelifejacketkioskwhichistobeinstalledbySeptembereventhoughlifejacketswillbeavail-ableforloanstartinginAugust.WereexcitedtobeginourrstpartnershipintheNWTsaidKellyCarterstandardsandsafetymanagerwiththeLifesavingSociety.ItsaprogramthathasbeenwellreceivedinAlberta.Thegovernmenthasave-yearagreementwiththeso-cietytodelivertheprogram.Feedbackwillbecollectedthroughoutthepilottogaugethepublicsresponseandtakesuggestions.SafetyauditunderwayAftertherecentdrowningofa7year-oldboyatLongLakeintheparkthepilotprojectispartofabroaderinitiativetoenhancesafetyatthebeachsaidAlaynaWardmanagerofpublicaffairsandcommunicationswithITI.ItssomethingwewantedtotryAnotherelementtothisistheauditthatwasrecentlyconductedbytheLifesavingSocietyatthebeachWardsaidinanemailtoTheJournal.TheterritorialgovernmentandsocietyareinthemiddleofconductingasafetyauditinFredHenneandinHayRiversterritorialpark.ITIisconcentratingonthesetwolocationsbecausethebeachesarewithinmu-nicipalboundariesandincloseproximitytolargepop-ulationssaidapressreleaseissuedearlierthismonth.WevenishedinYellow-knifeandwillbemovingintoHayRiverstartingonJuly27Cartersaid.Thenwewillgothroughthedatacollectin-terviewswithparksstaffandpublishournalreport.Theauditwilladdresstheuseoflifeguardsbeachsizeandaccessparknum-bersandusagesignageandsupervision.FredHennebeachtoofferfreelifejacketsHealthWellnessSafetyByJACKDANYLCHUKDespiteacautiousinvest-mentclimateAvalonRareEarthMetalspresidentDonBubariscondenthecanstillhitthetargetedstart-updateforthecompanysNechala-chomine.Werestillmovingaheadmaybealittlemoreslowlythanweoriginallyforecastbutwethinkwecangettoproductionin2017BubarsaidMondayinaninterviewwithTheJournal.InareportreleasedlastweektheMackenzieValleyEnviron-mentalImpactReviewBoardashedagreenlightfortheminewhichstillneedsapprovalfromthefederalgovernment.The220-pagereportsaidtheproposedmineatThorLake100kmsoutheastofYellow-knifeposessignificantbutmanageableriskstowaterwildlifeandthesocialandeco-nomicenvironment.ItwastheoutcomeyouhopeforBubarsaid.Themainchallengeisrais-ingthenextphaseofnancingtomovetheprojectforward.Itsabigchallengeinthecurrentmarketenvironmentbutre-movinguncertaintyishelpful.Avalonmustfurtherreneitswaterqualityobjectiveswhenitappliesforawaterlicensetheboardsaidandmustalsodevelopawildlifehabitatprotectionprogramforthedwindlingbarrengroundcaribou.OrewouldbebargedacrossGreatSlaveLaketoPinePointforprocessing.Whilesomein-tervenersexpressedconcernsaboutthepotentialforspillsoforeconcentratetheboardagreedwithAvalonthatthoseposenorisk.Theboardalsosaidtheexist-ingregulatoryframeworkcoulddealwithpossibledamagetoshhabitatandthepotentialforairandwaterpollution.Avalonmustalsodevelopanimpactandbenetagree-mentwiththeterritorialgov-ernmentbutndingnanc-ingfortheminemayprovetobethemostdauntingtaskfacingthecompany.Afeasibilityreportestimatedthecostoftheprojecttobe1.5billion.ThenancialmarkethasbeendifcultforsmallminingcompanieslikeAvalonandsomeinvestmentanalystsareskepticalabouttherarityofrareearthsaswellasthelong-termdemandforthemetals.ThecostisintimidatingforinvestorsBubaracknowl-edged.Soeveryonewantsustondwaystodothingsmorecheaply.Weredoingwhatwecantoreducecapitalandoper-atingcostsandstrengthenthebusinesscase.Bubarsaidtherareearthmet-alsplaywentthroughaspecu-lativebubblephasetwoyearsago.TherewasalotofinterestbecauseChinawasrestrictingexportsandtherewasashort-ageofsupplyoptions.Thesealwaysgoincyclesandthatswhatwereseeingnow.Butthefundamentalsarethesame.ChinacontrolsthemarketandtherearenonewsuppliersotherthanNechalachoforrareearthheavymetals.BubarsaidthekeyforAva-lonisdevelopingmarketsforitsspecialtyproduct.Weneedcommitmentstopurchase.Weredoingthatnowbutwiththeeconomyasitisnooneisrushingtodoanything.Itsuptoustodevelopthoseagreementsthatwillultimatelysupportprojectnancing.Noinvestorwillprovidecapitalunlessthereiscertaintyaroundcustom-erstobuytheproduct.CostcuttingraisingcashnextAvalonchallengePhotoJannaGrahamIndustryMiningTheMackenzieValleyEnvironmentalImpactReviewBoardhasapprovedAvalonsNechalachoprojectwhichincludesaminesiteatThorLakeroughly100kmsoutheastofYellowknifepicturedabove.
