ignedanddevelopedbythecom-munitiestoaddresscon-cernsaboutimpactsofthe16-billionpipelineprojectonthelandandtraditionallivelihoods.Anindependentcorpo-rationwasestablishedtomanagethefundsanden-suremoneywouldowtoregionalorganizationsonlyforprojectsintendedtomiti-gatethesocioeconomicim-pactsofthepipeline.WiththeproposedbillthatcouldallchangepromptingWesternArcticMPDennisBevingtontoquestiontheneedforthesuddenshiftwhenthepipelineprojecthasbeenmoribundgoingonadecade.Hesaidtheproposedchange-donewithoutcon-sultationwiththeAboriginalgroupswhospenttwoyearsdevelopingthefund-raisesconcernsaboutaccountabil-ityandtransparency.WhatwehavenowisamovetoasystemthatwouldhaveaConservativeminis-terhandingoutchequesforparticularprojectsasheorshedeemsappropriatehesaidintheHouseofCom-monslastweek.Bevingtonsaidthecorpo-rationwhichwasimpartialwouldhavebeenfreefrompotentialpoliticalinterfer-enceandinsteadfollowthedirectionsofthecommuni-ties.Hesaidheisworriedthemoneymaynowgotothewrongareas.Whatwehaveisa500-millionfundthathasnowbeencutloosebythegovernmentofCanadabytheConservativegovernmentofCanadaintothehandsofaminister.Itmayormaynotworkinthewaythatitwasdesignedtowork.FedsdustoffMackenziepipelinefundtogiveministercontrolPoliticsEnergyPhotoMeaganWohlbergThepanelresponsibleforcollectinginputfortheNWTEconomicOpportunitiesStrategyhearsfromFortSmithresidentsinDecember2011.
