dauthorities.Itap-pearsthattheGNWTdidnotwanttoleavelargeblocksoflandunderfederaljurisdic-tionatthesametimethatitwasgainingincreasedlandandresourcemanagementcontrol.TheGNWTindi-catedthatitwouldprefertodevelopandusenorthernleg-islativetoolstoprotectandconservelandsintheNWTbuthasnotbeenabletoofferthecommunitiesorregionsanylegislationthatwouldachievetheirgoalsormatchtheprotectionprovidedunderfederallegislation.GNWTDelaysDevolutionisnowareal-ityandcommunitiesareex-pectingdecisionstobemaderegardingthelandsthattheyhavebeenfaithfullyanddili-gentlymovingforwardunderthePASprocess.TheGNWTcannotdelaytheprocessanylongeraslandprotectionwillprovideanumberofcom-munitieswiththecomfortandcertaintytheydesiretomoveforwardonotherlandandresourceuseinitiativesincludingdevelopmentini-tiativesoutsideofthesepro-tectedareas.TheGNWThastostepforwardandengagefullywithcommunitiesandregionstoresolveandnalizethecommitmentsitandthefederalgovernmenthavemadesince1999throughthePASprocess.Resolutionmayincludethedevelopmentofnewformsofterritoriallandprotectionleg-islationthecontinueduseoffederallegislationoracom-binationofboth.Thoseop-tionscanonlybeconsideredthroughfullengagementbe-tweentheGNWTandaffectedAboriginalgovernmentsandcommunitieswithfederalin-volvementwhereandasre-quiredandwiththesupportofthenon-governmentor-ganizationsthathavehelpedfundandresourcecommu-nityinvolvementinthePASprocesssinceitsinception.BalanceNeededItsintheinterestofNWTresidentstohavethecurrentPASinitiativesconcluded.Thisisessen-tialtoprovideonemoreelementofcertaintytothebroaderrangeoflandandresourcemanagementdeci-sionsthatneedtobemadeoverthenextfewdecadestoconserveourbeautifulandpristinelandswhileallowingresponsibleandsustainableresourcede-velopmenttomovefor-ward.Balanceisthekeyprincipleandasiden-tifiedintheNWTsre-centlyreleasedLandUseandSustainabilityFrame-worklandprotectionisanessentialcomponentofabalancedapproachtolanduseandconservation.ThepeopleoftheNWTneedtheGNWTtofullyas-sumeitsnewlandmanage-mentresponsibilitiesandmovedecisivelywithitspart-nerstofulllitsPAScom-mitmentsandobligations.NWTChapterCanadianParksandWildernessSocietyLandProtectionMustMoveForward
