10TuesdayMarch262016AuroraCampusInuvik1866287-2655ThebachaCampusFortSmith1866266-4966YellowknifeNorthSlaveCampus1866291-4866Teachersareleadersinyourcommunity.AreyouupforthechallengeAuroraCollegesBachelorofEducationProgramdeliveredinpartnershipwiththeUniversityofSaskatchewanoffersyoutheopportunitytoearnadegreeathomeintheNorthwhichpreparesyouforasuccessfulteachingcareerinyourcommunity.Wearecurrentlytakingapplicationsforour20132014programatThebachaCampus.ApplytodayFortSimpsonbornSharonAllengraduatedwithherBachelorofEducationdegreein2011.SharonnowteachesatBompasElementarySchoolinFortSimpsonByJACKDANYLCHUKIftherewasanalmosthometownfavouritetosucceedBobLongasYel-lowknifessenioradmin-istrativeofficerthenodwouldnaturallygotoDennisKefalaswhohasbeendoingthejobsincelastOctober.Dennisbringsawealthofknowledgeandexperi-enceonmunicipalopera-tionsaswellastheabilitytoensureanopentrans-parentandengagedap-proachtocitybusinessMayorMarkHeycksaidwhentheappointmentwasannouncedlastweek.CitycouncilandIlookforwardtocontinuedposi-tiverelationshipswithourresidentsbusinessesandpartners.AMontrealnativeKe-falashaslivedinYellow-knifealmostcontinuouslysincegraduatingfromCon-cordiaUniversityin1995withaBachelordegreeinengineering.HecamenorthtoworkforCamilusEngineeringandFSCArchitectsandEn-gineersin1995andmovedtoOttawain1999totakeajobatTrowEngineeringbeforereturningtoYel-lowknifein2002toman-agethecityspublicworksdepartment.In2008hewasmadedirectorofthedepartment.WhatbroughthimbacktoYellowknifeandtheNorthisthequalityoflifeandthepeopleKe-falassaid.AfterlivingthersthalfofhislifeinMontrealandOttawahevaluesnotspendinghoursadaycom-mutingtoandfromworkandfreshairandcleanwater.Howmanycapitalcit-iesinCanadacanyouleaveworkandbeatacleanfreshwaterbeachin10minutesKefalaswasactingcityadministratorin2011andhasheldthepostsinceOc-tober2012whenLongsperformancebecameanissueinthemunicipalelection.Thenewcoun-cilsfirstactwastodis-missLong.ThesearchforanewSAOstartedinJanuary.During2011and2012hetookontheroleofAct-ingCityAdministratorseveraltimesandhasbeenactinginthatcapacityfulltimesinceNov.202012ishowthepressreleasean-nouncingtheappointmentcoveredthenalmonthsofLongstenure.Kefalasinheritsafullagenda.Thecontroversialdistrictheatingplanal-thoughscaledbacklivesonasdoesthepuzzleof50thStreetwherethecitysplanshavebeensty-miedbyreluctantbusinessowners.AlsoondeckarepatchingupNorthlandsTrailerParkandredevel-opingOldTown.PopularadministratortakesoverasYellowknifeSAOPoliticsMunicipalHealthWellnessSheltersYellowknifeseeksnewcontractorfordayshelterByRENEFRANCOEURTheYellowknifeHealthandSocialServicesAuthor-ityYHSSAislookingforanewserviceprovidertorunthecontroversialdayshelterforthehomelessindowntownYellowknife.Thehealthauthorityde-clareditsplanslastThursdaytoissueaRequestforPropos-alsRFPinthespringafterpositivediscussionswiththeJohnHowardSocietytheor-ganizationcurrentlyrunningtheDeneKoeDayShelter.ThesuccessfulproponentfortheshelterasselectedthroughtheRFPprocesswillstartoperationsassoonaspossiblethenewsreleasestated.TheJohnHowardSoci-etywillcontinuetoprovideservicesupuntilthattime.HoweverLydiaBardakthesocietysexecutivedi-rectorsaidthenonprothasnoplanstogiveupontheshelterandtheywillbeputtinginarequestoftheirown.Thisisanormalprocessforapilotprojectandwewereluckytobeabletorunitforoverthreeyears.Welookforwardnowtoputtingourbidinaswevegainedknowledgeandunderstandingoverthoseyears...Wevereachedacom-fortzoneandstaffhavebeenwithusforalongtimeBar-daktoldTheJournal.YHSSAvaluestheworkthattheJohnHowardSoci-etyhasdonetoprovideadayshelterservicetosup-portandprovidesheltertoclientsfromYellowknifeNWTcommunitiesandNun-avutcommunities.Wewanttopersonallycommendtheboardandexecutivedirec-torMs.LydiaBardakforestablishingaproactivevi-sionanddeliveringthisim-portantprogram...Wealsowanttorecognizethestaffforfaithfullyprovidingsup-portonaday-to-daybasistoclientsandallofourcom-munitypartnersYHSSAsCEOLesHarrisonsaidintherelease.YHSSAwillworktoen-surejobsecurityfortheshel-terscurrentstaffthrough-outtheRFPprocessanduptothreemonthsafteranewcontractortakesover.YellowknifeCentreMLARobertHawkinshadbeenregularlycallingfornewman-agementattheshelter.Whyisitbettertocon-tinueonwiththesamepeo-plewhocantevenforcereasonablepoliciessuchasnodrinkingonpremisesheaskedinthelegislatureinFebruary.Myproblemisntwiththeemployees.Myprob-lemisntwiththepeoplewhousethething.IthinktheyneedthehelpandIthinktheydeserverespectanddignitybygivingthemhelp.Myissuecomesdowntothemanagementstyleofthewaythatthatplaceisrunninghesaidinthehouse.Thedayshelterstartedin2009asapilotprojectandseesroughly60peopleuseitsservicesaday.Fundsfortheprojectfortherstthreeyearstotalled600000.Forthe2013-2013scalyearYHSSAreceived175000fromtheGNWTand25000fromtheCityofYellowknifeforatotalof200000.TheCityofYellowknifehasofferedtofundanadditional25000in2013-2014.
