ereallqualiedtoop-erateunderinstrumentightrulesIFRunderwhichpilotsyusingcockpitinstrumentsratherthanvisualreferences.FlyingunderIFRwouldhaveprovidedamarginofsafetygiventheweatherconditionsitstated.Toxicologytestsrevealedconcentrationsofcannabi-noidsfoundinthepilotsblood-streamweresufcienttohaveimpairedpilotperformanceanddecision-makingduringtheight.SincethecrashtheTSBsaidAirTindihasbegunex-ercisingrandomdrugandal-coholtestsforemployeesinsafety-sensitivepositionsandisdispatchingallscheduledightsunderIFR.Cockpitimagingandightdatamoni-toringdeviceshavealsobeeninstalledinallCessna208Baircraft.Concentrationsofcannabinoidsfoundinthepilotsbloodstreamweresufcienttohaveimpairedpilotperformanceanddecision-makingduringtheight.TransportationSafetyBoardTransportationAirSafety
