6TuesdayMarch262013WESCLEANNORTHERNSALESLTD.isalovelyyoungfemalecat.Sheisalwaysplayfulandhertastefulgreyandwhitecoatisenoughtokeepyouwarmduringthelongwinterseason.Pleaseleaveamessageat872-5543fordetails.InfrastructureMunicipalFederalbudgetfocusesonjobtraininginfrastructurePoliticsFederalByMEAGANWOHLBERGThe2013federalbudgetan-nouncedlastweekholdslittlenewfundingfortheNorthbutNWTFinanceMinisterMi-chaelMiltenbergersaidtheter-ritorywilltakewhatitcanget.Thebudgetwhichpledgestostaythecourseonbalancingthebookswithoutheadingdeeperintothecoffersof-feredmoreinthewayofjobtrainingandapprenticeshipsthannewcapitalexpenditures.ItestablishesaCanadaJobGrantsupportformorepaidinternshipsreductionofbarriersinapprenticeshipaccreditationandthereallo-cationoffundstopromotetraininginhigh-demandeldslikemining.Thejobgrantoffers15000ormoreperpersoninCanadatoensureCanadiansaregettingtheskillsemploy-eesareseekingaccordingtofederalFinanceMinisterJimFlahertysofce.Thosegrantsareexpectedtototal300millionannually.Upto5000willbepro-videdbyOttawawiththatamountmatchedbytheprov-inceterritoryandtheemployer.Thebudgetalsoallocates37millionoverthenexttwoyearstosupportresearchpartnershipswithindustrythroughgrantingcouncilsandpromisesenhancedtrain-ing-to-employmentprogramsforAboriginalpeoplealongwithaboostinscholarshipsandbursaries.ThoughYukonCollegesCentreforNorthernInnova-tioninMiningwastheonlyNorthernprogramtoexplic-itlybenetfromthebudgetwithaboostforitsminetrain-ingprogramsthefundingforwhichhasyettobeannouncedMiltenbergersaidtheNWTwillbeabletobenetfromtheCanadaJobGrant.Ithinkwewanttoputallthismoneytousehetoldreportersduringapresscon-ferenceonThursday.Wewanttoworkwithnotonlycorporationsweownourgovernmentbuttheminesandmakeitasattractiveaspossibletosmallbusinessandcommunitiestobeabletohireandtrainapprenticesandgetthemtojourneymanstatus.Thisisdenitelygoingtohelpandithelpssharpenfocus...Weknowwherethegapsareintheapprentice-shipskilledtheengineeringthedoctors.Iwillpointoutwehavebeenverysuccessfulinsomeareaslikenursesandwehavetotakethatkindoffocusandcommitmentandapplyittotheseotherareasofshortage.Apartfromitsfocusonskill-buildingthebudgetannouncedanewBuildingCanadaPlanwhichprovideslong-termpredictablefund-ingforinfrastructureacrossthecountry.Over53billionwillbeinvestedinmunicipalin-frastructureoverthenext10yearsincluding47billioninnewfundingbeginningin2014-2015.Thefundswillbedeliv-eredthroughtheCommunityImprovementFundwhichwillprovideover32billiontomunicipalitiesforprojectsfromroadstorecreationalfa-cilitiesthroughtheGasTaxFundandincrementalGoodsandServicesTaxRebate.ThenewBuildingCanadaFundwillalsoprovide14bil-lioninsupportofmajoreco-nomicprojectsofnationalre-gionalandlocalsignicanceacrossthecountryincludingthe300millionInuvik-Tuk-toyaktukHighwayproject.Miltenbergersaidtheter-ritorywouldmakegooduseofitsshareofthe14billionBuildingCanadaFundtohelpchipawayattheincreasinglistofinfrastructureneeds.Weregoingthroughmajorinfrastructureproj-ectshesaid.ThelinkingoftheSnareTaltsonhydrogridsandthehalfbilliondollarprojecttodothatwillpromoteextensiveeconomicdevelopment.Inmymindthisgivesusanopportunitytoputinanapplicationtoseeifthefederalgovernmentwantstocomeinandco-usherthatprojectwithus.GNWTreceivesdisasterassistancemoneyfromfeds3millionpaidoutfor2006AklavikoodingByRENEFRANCOEUROver3-millionfromtheCanadiangovernmentwillbeusedtoreimbursetheGNWTfordamagescausedintheAklavikregionbyextensiveoodingin2006.ThefederalministerofPublicSafetyVicToewsandLeonaAglukkaqmin-isterofHealthandRegionalMinisterfortheNorthan-nouncedlastTuesdaytheterritorialgovernmentistoreceive3140829throughDisasterFinancialAssistanceArrangementsDFAA.AklavikwasoodedfromMay26toJune12006byanicejamduringthespringbreakupoftheMackenzieRiver.Theoodsaw300peo-pleevacuatedfromAklaviktoInuvikcausingdamagetobothprivateandpublicprop-erty.TheGNWTsubmittedaclaimfor3.6millionindamagessustained.IampleasedthatwewillbeabletoprovidesupporttotheNorthwestTerritoriesfordisasterresponseandre-coveryexpensesassociatedwiththeoodingToewssaidinthepressrelease.Ourgovernmentisdedi-catedtoworkingcollabor-ativelywiththeprovincesandterritoriestosupportcommunitieswhennaturaldisastersstrike.NWTMinisterofMunici-palandCommunityAffairsRobertMcLeodsaidheisalsopleasedwiththepaymentnotingtheGNWThasbeenreimbursedforabout85percentofwhattheyspentclean-ingupthe2006ood.Whenthefloodhap-penedtherewasabunchofworkthatneededtobedonerightawayandtheterritorialgovernmentwentaheadandspentthatmoneyknowingthefedswouldbeabletore-imburseushesaid.Theyhadtodoalotofroadreme-diationtheroadshadtakenquiteabeating.ForAklavikMayorArnieSteinwandthefederalmoneymakesnodiffer-enceaswhatneededtoberepairedwasdonesobytheterritory.Thatwassevenyearsago.WevegoneonfromtherehetoldTheJour-nallastWednesday.Iwasthere.IwasoneoftheoneswhostayedwhentheywereevacuatedtoInuvik...Ire-memberalotofpeoplelosttheirsewagetanksthosetankshadpoppedupandwereoatingaround.TheterritorialgovernmenthasalsoappliedfornancialassistanceforitscleanupworkinNahanniButtepil-lagedbyoodinglastsum-merMcLeodsaid.Hesai
